Summary

This position is located in Region 6 on the Umatilla National Forest at the Heppner Ranger District in Heppner, OR.

This position serves as a Road Manager and is the primary point of contact for engineering on the South Zone which includes the Heppner and North Fork John Day Ranger Districts.

Occasional travel - Incumbent should expect between 5 and 10 trips requiring overnight travel to visit project sites and for meetings and training each year. Trips will vary in length from a single overnight to a full week.

Duties

  • Duties listed below are at the full performance level:
  • Interact with the public, agency partners, industry and private landowners regarding roads issues
  • Serve on interdisciplinary teams and provide project level travel analyses
  • Prepare and administer commercial road use permits
  • Identify and communicate road deficiencies to the Forest Road Manager for use in preparation of road maintenance, construction, decommissioning, and timber sale contracts
  • Contract administration support for road maintenance, construction, decommissioning, and timber sale contracts
  • Recurring duties such as sign maintenance and replacement and working with local contractors to perform small road repairs
  • Perform minor routine and emergency maintenance tasks, occasionally involving use of small equipment
  • Coordinate and communicate with other internal departments to accomplish emergency repairs and address safety concerns related to roads

Qualifications

Specialized Experience Requirement:

For the GS 7 level: You must have one year specialized experience equivalent to the GS 6 level in the Federal service. Examples of specialized experience include: Provided engineering support to senior engineers in the development, planning, and design of civil engineering construction projects; Conducted field work to gather survey data in the development of improvement plans; Performed a variety of research and produced technical drawings to assist in the development of contract plans, specifications, and estimates; Accompanied Inspectors and/or Contracting Officer Representative (COR) to observe, record, and provide input about administration and inspection of a project. OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science (Forestry, Environmental Science, and Natural Resource Management), or mathematics; OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

For the GS 8 level: You must have one year specialized experience equivalent to the GS 7 level in the Federal service. Examples of specialized experience include: Prepared sketches and developed layouts, construction details and installation drawings, including finished plans and profile sheets; Supervised crews in setting construction stakes for clearing, grading and drainage structure; Inspected an entire project of limited size or complexity or a minor part of a large project such as a forest road construction project that includes only clearing, grading, and drainage structures. OR two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree that is directly related to the work of the position such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science (Forestry, Environmental Science, and Natural Resource Management), or mathematics; OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university.

For the GS 9 level: You must have one year specialized experience equivalent to the GS 8 level in the Federal service. Examples of specialized experience include: Attended pre-bid and bid opening conferences to discuss principal construction features and requirements in terms of methods and equipment; Prepared designs and layouts of roads, trails, bridges, drainage structures, and other systems of limited scope and complexity; Developed and submitted revised or alternate designs to eliminate or reduce engineering problem areas without undue sacrifice of standards, economy, or esthetics; Conducted a range of standard surveys and data collection activities to provide data for civil engineering project design; Conducted inspection of construction projects. OR two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree that is directly related to the work of the position such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science (Forestry, Environmental Science, and Natural Resource Management), or mathematics; OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university.

For the GS 10 level: You must have one year specialized experience equivalent to the GS 9 level in the Federal service. Examples of specialized experience include: Performed a wide range of non-standard surveys and data collection activities to provide data for civil engineering project designs; conducted field surveys and collects field data required for engineering plans for design and construction on Forest administrative sites; provided recommendations for solutions to routine construction project problems that can be resolved by calculations typical to civil engineering projects; engages in factual, technical information exchanges with coworkers who are performing related work; performed conditions surveys and records data to maintain and update databases; prepared engineering data reports and recommends priorities, which are used in the formulation of cost estimates and bills of materials. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., coursework must be directly related to the position such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science (Forestry, Environmental Science, and Natural Resource Management), or mathematics; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester/54 quarter hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
