The individual selected for this position will be responsible for…

  • Serving as an analyst for public customer support
  • Providing assistance to the internal and external customer applying analytical and evaluative methods and techniques in the management of information technology, creating computerized service and activity requests and in the identification and resolution of systematic problems.
  • Compiling, sorting and extracting customer relationship data by use of computer software, communication and computer-telephony integration technologies.
  • Conducting studies and to identify trends to recommend and assist in the formulation of procedural policies within the Trademark organizational structure.
  • Advising applicants on procedural and statutory requirements and changes to the rules via phone and emails.
  • Identifying and resolving problems utilizing the root cause analysis methodology and evaluative methods sufficient to recommend solutions and or operational improvements to division manager.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Management positions can be found here. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service.  Specialized experience for this position includes:

Experience in assisting in advising Trademark applicants, registers, and the general public, regarding routine questions related to application practices, procedures and rules; and experience in assisting in the identification of procedural issues; and experience in assisting in the resolution of customers’ problems OR master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience.

For the GS-09 grade level. To substitute education for specialized experience, candidates must have a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.

As a general rule, education is not creditable above the GS-5 for most positions covered by clerical and administrative support standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website – US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.

NOTE: Only education and experience acquired before the filing deadline will be considered. Report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.

Relocation Expenses are not authorized and will not be paid.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100. KSA 3 -  Ability to gather and analyze information regarding trademark filings from a variety of sources to identify issues and recommend solutions.
