Duties

Help
  • As part of the Congressional affairs team, prepares materials to inform the Corporation on matters pending before the United States Congress that could affect OPIC and its operations.
  • Responds to Congressional policies, requests, and other developments.
  • Drafts and manages Congressional Notifications to inform Congress of agency agreements, projects, and operations up to twice weekly. Notifications contain specialized subject matter pertaining to international affairs and financial products.
  • Coordinates all Congressional Notification packages from inception to completion in accordance with federal regulations and OPIC policies.
  • Writes letters, talking points, fact sheets, and memos for OPIC management in both internal and external communication with government officials, members of Congress, and others.
  • Disseminates information on OPIC including brown bag lunches with members of Congress.
  • Schedules meetings for senior staff and principals of OPIC with members of Congress and their staff, United States Government agencies, and other relevant businesses and organizations. Manages the OEA database of meetings and issues discussed.
  • Supports the development of effective relationships with a wide range of members and their staff and creates an awareness of OPIC programs and achievements among them.

Qualifications

Specialized Experience:

Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

For the GS-11:

A. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the GS-9 grade level in the Federal service working on House or Senate committees and House or Senate members' personal offices; experience navigating the legislative process; and a basic understanding of the applicable reference sources (e.g. the Congressional Record, Code of Federal Regulations, House and Senate Rules and Procedures; Committee Transcripts and Conference Reports, Government Accountability Reports and U.S. Code, etc.) to assist in researching, analyzing, and compiling information concerning past, present, and proposed legislation; OR

B. Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a related field: OR

C. Applicants may substitute an equivalent combination of experience and education as defined above which equals 100%. (For example, 6 months of experience and 2 1/2 years of creditable graduate level education.)

For the GS-12:

A. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service working on House or Senate committees and House or Senate members' personal offices, specifically, those who have served for Members or Committees related to Appropriations, Authorizers, Foreign Affairs, and Foreign Relations; and experience tracking and assessing critical information, such as legislation and experience navigating the legislative process and using the applicable reference sources (e.g. the Congressional Record, Code of Federal Regulations, House and Senate Rules and Procedures; Committee Transcripts and Conference Reports, Government Accountability Reports and U.S. Code, etc.) to research, analyze, and compile information concerning past, present, and proposed legislation.

Education does not substitute for specialized experience at the GS-12 grade level.

Only experience and education obtained by the closing date of this announcement will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.
