The Congressional Relations Specialist reports to the Director, Office of Congressional Relations.

Duties

Help

Plans and carries out a wide variety of tasks in participating in the planning or execution of major activities within the Library or any special activities and assignments, such as congressional briefings and symposia, receptions, and dinners. Participates extensively in event planning--using good judgement, discretion, and interpersonal skills in addition to knowledge of Congress and the Library's history, programs, collections, and space policies -- to ensure successful congressional and Library sponsored events, such as briefings, receptions, dinners, luncheons, breakfasts and other meetings. Collaborates with other Library support offices such as the Library Events Office and the Visitor Engagement Office on these events.

Uses knowledge of the Library and its history to conduct and coordinate tours of the Library for Members of Congress, and their families, congressional staff, and other congressional visitors. Plans and coordinates displays of Library collections for Members of Congress, staff and guests. Conducts and coordinates Congressional dome tours with CRO colleagues of the Thomas Jefferson Building. Collaborates with CRO colleagues and Library staff in planning, coordinating and overseeing new Member orientation, Congressional swearing-in day, and Inauguration related activities.

Drafts well-crafted letters about Library activities based on knowledge of Congress and Library programs, projects and policies and in response to Congressional Relations Office Director. Drafts the annual report for the Congressional Relations Office, articles for the Library of Congress Gazette, and other reports concerning congressional activities and the Library. Reviews draft press releases relating to congressional matters.

Participates in hearing preparation, including reviewing testimony, preparing potential hearing questions, and participating in hearing rehearsals with Library officials. Assists in drafting speeches, talking points, statements, background papers, and other related documents for the Librarian and other senior Library officials for use when addressing Members of Congress and congressional staff.

Assists with the planning, coordination and implementations of programs and activities for Library staff to ensure that congressional relations are properly understood and represented. 

Assists Congressional Relations Specialists in formulating internal policies and procedures governing the Library's relationship with Congress. Works with Library systems analysts to review management systems as needed to fulfill the mission of the office.

Exercises independence and good judgement in managing congressional requests for information. Receives, evaluates, and assigns works to appropriate divisions or offices and liaises with those offices to ensure the request is properly and promptly handled. Using knowledge of the Library of Congress and its policies and collections, uses discretion to research, analyze and respond to congressional inquiries about the Library, where appropriate. 

This is a non-supervisory, bargaining unit position. 

The incumbent for this position will work a fixed work schedule Monday through Friday.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.

A “Not to Exceed“ (NTE) status is used to identify an appointment with a specific ending date. However, the Library has the right to separate a NTE employee at any time due to either performance issues or budget constraints.
