Duties

Help

  • Serves as a Contracting Officer with limited or unlimited signatory authority to enter into binding contracts on behalf of the United States Secret Service for commodities and services.
  • Plans and manages senior/junior level contract specialists’ workload (as directed by the Branch Chief); and directs the full range of contract administration/management (cradle to grave).
  • Serves as the principal contracting advisor to the program office on work associated with pre-/post-award functions involving highly specialized and complex procurement of significant importance to the Agency; and represents the agency in working groups, conferences and meetings.
  • Provides authoritative interpretations of the Department of Homeland Security policies/procedures, and the Federal Acquisition Regulations relative to all phases of the Acquisition life-cycle.

Qualifications

You must demonstrate at least one (1) year of the defined specialized experience and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

Specialized experience is defined as:

GS-13:  Performing duties such as serving as a lead contract specialist providing authoritative interpretation of regulations, procedures and policies pertaining to contracting; managing, planning, and coordinating the work of junior specialists; and providing guidance for all phases of cradle to grave contract administration/management.

GS-14:  Performing duties such as serving as a Warranted Contracting Officer with limited or unlimited authority and/or progressive contracting experience which reflects contracting technical breadth/depth through increased responsibilities; providing authoritative interpretation of regulations, procedures and policies pertaining to contracting; managing, planning, directing and coordinating the work of junior specialists; and providing direction and guidance for all phases of cradle to grave contract administration/management.
