This position reports to the Deputy Chief of Staff.
1. The Chief, Dental Service is responsible for developing local policies and procedures related to matters internal to the Dental Service. To include, but not limited to: a) standards for documentation and coding of dental procedures, b) standards regarding scheduling of patients and utilization of tools such as Electronic Waiting Lists, c) policies pertaining to Reusable Medical Equipment, etc.
2. Compliance with VHA and facility credentialing and privileging processes, to include working in coordination with the medical center Professional Standards Board to conduct a meaningful program of Professional Practice Evaluations.
3. Ensure appropriate response to congressional inquiries, compliance with standards of the VA Inspector General, TJC, and other survey bodies, and compliance with relevant VHA, Occupational Safety and Health Administration, and TJC safety and environment of care standards.
4. Serve as the local liaison to dental professional organizations, other government agencies, and non-VA service providers, as well as other departments within the facility. All professional communications regarding the Dental Program are conducted through the Chief, Dental Service. Participate in the development and review of relevant sharing agreements, service agreements and inter-facility agreements. Manage affiliation and residency programs, in collaboration with the facility Designated Education Officer (DEO).
5. Responsible for fiscal and budgetary planning and complying with standards regarding contracting and procurement of equipment, supplies, and Non-VA Dental Care. Manage quality to include performance measures, monitors, and indicators as applicable to dentistry. Enforce personnel policies, ethical standards, and performance standards. Regularly inform medical facility leadership of the needs and problems of the Dental Service, as well as provide recommendations to remediate such needs and problems.
6. Administer the Outpatient Non-VA Dental Care Program in cooperation with the local business office. Working with VISN Lead Dentist to assure that national and VISN policy is implemented at the facility level.
7. Ensure that all providers provide care on the basis of the patient's dental classification, and develop for each episode of care a clearly defined and documented treatment plan, consistent with the appropriate scope of care for that patient's classification.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Proficiency in spoken and written English.
Degree of doctor of dental surgery or dental medicine resulting from a course of education in dentistry. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are: (1) United States and Canadian schools of dentistry listed by the Council on Dental Education, American Dental Association, in the list published for the year in which the course of study was completed; OR (2) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or the District of Columbia as qualifying for full and unrestricted licensure provided the licensure requirements include a written examination measuring science achievement and a performance examination measuring clinical competence.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Completion of one postgraduate year of hospital training in the form of an approved residency program (general practice or specialty), or comparable experience as a dentist actively involved in treating medically compromised patients.
Physical requirements outlined below.
Preferred Experience: Ideal candidate would have served in a leadership capacity, have knowledge of government health care, and experience treating patients who have served in the military and the associated stressor's that are inherent with multiple extended deployments (e.g. anxiety, post-traumatic stress, substance abuse, traumatic brain injury, and increased suicide rates).
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.
Physical Requirements: A pre-placement physical examination will be completed prior to appointment to determine the physical and mental fitness of candidates. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. Physician applicants must have the mental and physical ability to perform core privileges required by the specialty position in addition to any specialty privileges requested. Physical demands of this position involve primarily walking, talking, use of telephone/computers, etc. Strenuous physical activity is not required although the incumbent is expected to withstand pressure and stress as part of their day-to-day activity.
