The OAWP is responsible for advising and assisting the Secretary in using and recommending improvements to all available authorities to ensure the Department's workforce is accountable, diverse, inclusive, and upholding the public trust through robust systems for filing and resolution of disclosures of wrong doing or complaints of discrimination.

The work of OAWP is accomplished by five Divisions (Investigations; Advisory and Analysis; Administrative Support; Knowledge Management and Operations; Whistleblower Program) which all work in close coordination. The Deputy Executive Director, with input from the GS-15 Directors, oversees, manages and coordinates the activities of these critical divisions. OAWP's program responsibility encompasses all of VA and its policy decisions have Department-wide implications impacting operations and procedures within the various Administrations and Staff Offices.
The Deputy Executive Director serves as an "alter ego" to the Assistant Secretary and fully shares in authorities and responsibilities of the Assistant Secretary for the direction of all phases of OWAP's programs. The incumbent manages and oversees the five divisions, through the direction of the Division leaders. The Deputy Executive Director serves as the second level Manager for these operational elements, which may include a mix of permanent staff and/ schedule C or non-career SES. Directing, overseeing and managing of OWAP's programs includes, but is not limited to:
-The development of standards, performance metrics and short and long-range goals; analyzing and monitoring progress; trend identification and developing plans to redress and mitigate negative outcomes; and identification, development and promulgation of legally sufficient policies, procedures and practices to ensure consistent application of accountability and oversight VA-wide.
-Provides analytical support, performance monitoring, trend analysis, and consultative services to OAWP. Additionally, they develop Performance Management and Solutions; Document and improve existing people, process and technology (process improvement) in consultation with OAWP subject matter experts (SMEs); Design new OAWP capabilities, tools, etc. (process design) in consultation with OAWP SMEs; Facilitate problem identification, solution planning and implementation; Engage OAWP in active risk management as a key component of performance management.
