WHAT IS THE COMMUNICATIONS & LIAISON DIVISION? Communications & Liaison Division (C&L) touches every aspect of the IRS mission through its information-sharing activities, from communicating internally with IRS employees to communicating with taxpayers, Congress and state & local agencies. From handling thousands of media contacts and information requests to helping taxpayers understand and meet their tax responsibilities, C&L is vital to IRS operations.

WHAT DOES A PROGRAM ANALYST CONGRESSIONAL AFFAIRS ADVISOR DO? As a Congressional Affairs Advisor you will serve as an authority and project coordinator for the development, formulation, promulgation and implementation of legislative efforts in the Congress, and may be assigned both House and Senate activities. Additionally, the incumbent is a senior specialist in the formulation of political strategies for substantive, mission-oriented programs. Specifically, you will use your analytical and technical skills to Conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them
As a Congressional Affairs Advisor you will:
- Facilitate legislative and non-legislative relations between the IRS, the Treasury Department, and the Congress in conjunction with the National Director for Legislative Affairs.
- Develop and maintain relationships with Congressional Committees and their staffs, particularly the Senate Finance, House Ways and Means, House Oversight and Government Reform, Senate Homeland Security and Government Affairs and House and Senate Appropriations Committees, and with Members of Congress and their staff to allow for advocating of IRS objectives and legislative programs.
- Discuss and conduct and arrange briefings on appropriations, tax, or oversight committee issues; legislative initiatives having IRS-wide impact; issues relating to General Accounting Office (GAO) reports and audits.
- Prepare briefing papers, plain language reports on technical subjects, and present plans and proposals in an effective and convincing manner. Prepare charts graphs and other associated documentation to accompany testimony and briefings, accompany witness when delivering such testimony and materials, and coordinate all follow-up requests.
- Conduct prep sessions for the IRS officials testifying before Members of Congress; Provide support to senior analyst in preparing for audits with GAO and IRS officials, and follow open audits through to closure
- Monitor IRS' pending legislation in order to provide explanations and justifications of proposed changes in the tax law.
- Consolidate materials for review and transmittal to higher authorities; e.g. Oversight Board, Treasury and Congress.
- Monitor status of budget submission, tracking submission throughout the legislative process. Assesses programmatic and fiscal impact of changes to the budget and communicates to IRS executives. Advise business units on the status of the budget submission and actions to the submission which affect business unit requirements.
