As a professional, with extensive knowledge of the provisions of Title I of ERISA, the incumbent participates in the formulation, analysis, and implementation of national policies affecting employee benefit plans, plan sponsors, financial institutions and other providers of services to employee benefit plans.
Conducts in-depth analyses of legal and policy issues arising under ERISA, the Internal Revenue Code and related laws and regulations affecting employee benefit plans.
On the basis of research and analyses, prepares clear, concise and accurate memoranda, options papers, interpretive rulings, regulations, legislative provisions affecting employee benefit plans, plan sponsors, plan participants and beneficiaries, financial institutions (banking, insurance, mutual funds) and other parties involved with employee benefit plans.
Participates, individually or as a member of a team, in regulatory, legislative and other high priority initiatives of the Office and the Agency; and leads and conducts in-depth policy and legislative analysis of issues.
Participates in inter- and intra-agency reviews of interpretations, regulations, guidance, legislative and other matters and issues regulations affecting the regulation of employee benefit plans.
Develops and provides training, technical assistance, and other guidance necessary to the administration of the Office and the Agency, including technical assistance and support for enforcement and legislative initiatives.
Represents the Division, Office and Agency at meetings, conferences, seminars sponsored by EBSA, other agencies, professional organizations and civic groups.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized experience is defined as: Progressively responsible experience that demonstrated the ability to perform work in the field of pension and welfare plans. Such experience may have been gained in (1) management, administration, development, analysis, audit, financial management, or termination of such plans or their funds; or (2) in closely related work such as taxation, securities, and investments involving such plans or their funds.
Specialized experience may have been gained in government, a welfare and pension plan administration or consulting firm, law firm, actuarial or accounting firm, labor union, welfare and pension association or research service, banking trust department, or investment firm. Examples of qualifying specialized experience include:
- Analysis and application of fiduciary, reporting and disclosure, coverage, bonding, funding, participation and vesting, administration, and termination provisions of the Employee Retirement Income Security Act (ERISA) and related laws, regulations, court decisions, and precedent rulings.
- Development of proposals for new or revised pension or welfare plans, petitions for exemptions, or requests for rulings under governing law.
- Legal work, a substantial portion of which required interpretation of Federal laws and legal requirements concerning welfare and pension plans.
- Auditing or accounting work that involved determining compliance with Federal and State laws governing welfare and pension plans.
- Analysis of Federal laws or regulations, development of policy, and drafting of proposed changes in an employee welfare and benefit plan or a related function.
