Duties

Help
  • Plans, directs, executes, and reports on the complete range of audit life cycle activities of complex financial or performance audits; attestation engagements, organizational surveys, and special studies; and management evaluations.
  • Plans, directs, executes, and reports on management evaluations to assess the economy, efficiency, and effectiveness of diverse Agency programs, functions, systems or operations that are world-wide in scope.
  • Performs on a team as the auditor-in-charge or as a working auditor, researching and developing potential audits for annual audit plan; developing audit programs and schedules.
  • Distributes work on audit program and gathers and analyzes data, reviewing the work of other team members, documenting findings and conclusions; making recommendations, and identifying potential issues for future audits.
  • Coordinates with audit level and related senior level management to validate and obtain agreement on potential audit findings during audit and re-mediates differing points of view to accomplish acceptance.
  • Writing sample required at time of interview.

Qualifications

Basic Requirements:
This position has a positive education requirement. To qualify for this position you must meet one of the basicrequirements described below:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.

Specialized Experience:

For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.

Specialized experience is defined experience planning, executing, and reporting the results of technical and comprehensive financial or performance audits; demonstrating a knowledge of audit standards; and interpreting, applying, or adapting accounting, acquisition, or information technology theories, practices, methods, and techniques to conduct audit assignments.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.

Education

There is no substitution of education for specialized experience at the GS-13 grade level.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
