Duties

Help
  • Serves as an auditor working in the OIG under the tutelage of higher-graded employees. Responsible for conducting performance audits and evaluations of the agency?s programs, operations, and activities;
  • Assists in planning and performing audits and evaluations which provide agency management, at all levels, with an independent and objective assessment of SEC operations, programs, and systems;
  • Assists in conducting comprehensive audits, reviews, and evaluations to make recommendations for improvements, where needed, in program policies, procedures, and internal controls;
  • Participates in the development of policies or procedures to implement new audit and evaluation requirements;
  • Responds to questions and inquiries on matters of auditing procedure or policy relative to the OIG policies and/or on-going reviews from agency staff, securities industry staff, other federal agencies, and the public;
  • Briefs, informs, and convinces management to gain acceptance and approval of findings and recommendations.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-07 for the grade 09 level.
Time-in-grade for this announcement is one year at the GS/SK-09 for the grade 11 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT:
A. Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 semester hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".) OR

B. Combination of education and experience -- at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must include ONE of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester hours of business law.

2. A certificate as Certified Public Accountant or Certified Internal Auditor, obtained through written examination; OR

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hours requirement in paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement for 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-09: Applicant must have at least one year of specialized experience equivalent to the GS/SK-07 level: 1) performing specified audit tasks and completing required training as directed by supervisor; 2) researching applicable laws, directives, regulations, manuals and audit reports to gain knowledge and understanding of areas being audited; 3) assisting with writing segments of draft and final audit reports; and 4) organizing and summarizing audit data to support findings.

Education: Two(2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent degree.
--OR--
Combination of Experience and Education: Equivalent combinations of successfully completed education, which includes education exceeding one year of graduate study and the specialized experience described above that meets the total experience requirements. For example, six (6) months of specialized experience equivalent to GS-07 and over 1 year of successfully completed graduate level education.

SK-11: Applicant must have at least one year of specialized experience equivalent to the GS/SK-09 level: 1) conducting segments of audits, evaluations, examinations, or other fact-finding studies; 2) gathering and analyzing data and determining validity and reliability; 3) conducting interviews to acquire information used in an audit or evaluation; 4) and preparing draft audit or evaluation reports using a practical application of applicable standards, procedures, and technology.

Education: Three(3) years of progressively higher level graduate education leading to a Ph.D degree or Ph.D degree or equivalent doctoral degree.

Combination of Experience and Education: Equivalent combinations of successfully completed education, which includes education exceeding two years of graduate study and the specialized experience described above that meets the total experience requirements. For example, six (6) months of specialized experience equivalent to GS-09 and over 2 1/2 years of successfully completed graduate level education.
