As a Supervisory Management and Program Analyst, you will:
Provide leadership in the evaluation, assessment and improvement of programs and management systems by applying a wide range of qualitative and quantitative techniques. Advise the PIO and Deputy Secretary on performance strategy, development and implementation, based on requirements outlined in the GPRAMA and other Executive Branch mandates (e.g., OMB Circulars A-11 Part 6, A-136, Financial Reporting Requirements, Presidential Executive Orders, etc.). Facilitate successful data-driven decision-making by developing strategy and content, and organizing productive review meetings and succinct presentations. Develop options for consideration on significant issues for presentation and recommend performance-based actions. Assist in the development and tracking of Agency Priority Goals and cross agency priority goals. Present papers and findings in the area of program management evaluation and management planning systems. Ensure the use of best practices and "state-of -the-art" performance systems designed to meet operational and long range program requirements. Develop, review or approve multi-year and long range work plans developed by colleagues or subordinates and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed and performed. Manage the development and implementation of policy or program changes, in response to changes throughout the organization, or major changes to the structure and content of the overall Departmental performance program or the Department's program offices. Perform first-line supervision of performance program operations and staff.

Minimum Qualification Requirements
Specialized Experience for the GS-15:
One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:
1. Experience designing and conducting quantitative and qualitative analyses of the effectiveness of performance program operations.
2. Experience evaluating and advising on the organization, methods and procedures used in performance programs.
3. Experience developing study plans for teams or directing their work.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Extensive knowledge of analytic and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments.
2. Knowledge of GPRA Modernization Act of 2010 and relevant Sections of Title V and Title 31 of the United States Codes and other performance improvement legislation and mandates governing Executive Branch agencies such as OMB Circular A-11, Part 6, Preparation and Submission of Strategic Plans, Annual Performance Plans, Annual Program Performance Reports, OMB Circular A-136, Financial Reporting Requirements, or Presidential Executive Orders.
3. Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of the management process to prepare long-range and short-range planning guidance in accordance with broad agency program policies and objectives.
4. Knowledge of structure, programs, and organizational relationships and quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions. Knowledge of management concepts and principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized Departmental administrative practices and procedures, to conduct studies or reviews of Departmental programs.
5. Skill to collaborate, build relationships, influence or negotiate public or Departmental policy and business analytics with management to consider recommendations, where the proposals involve substantial Departmental resources, require extensive changes in established procedures, or may be in conflict with other competing priorities or mandates.
