The Chief Medical Officer (CMO) position is a full-time position that reports directly to the Executive Director (ED) of Clinical Network and Management (CN&M) in the Office of Community Care (OCC). The CMO is responsible for the oversight, management and coordination of medical policy creation pertaining to community care in collaboration with medical policy for the Veterans Health Administration (VHA) and responsible for oversight, management and coordination of quality and safety as it pertains to care provided in the community.

The CMO will serve as an integral part of the VA transformation to an integrated healthcare system, modernize its processes and capabilities to put the needs of veterans first thereby consolidating community care into a single program under the MISSION Act to improve overall Veteran experience. The CMO works closely with the other OCC directorates of Delivery Operations, Revenue Operations and Performance Improvement and Reporting.

Drawing upon CMOs clinical and administrative expertise and knowledge of healthcare programs, medical policy, quality and safety, the CMO will manage the activities in planning associated with the following:

- In collaboration with the ED of CN&M, leads OCC's efforts to develop and implement medical policies for Community Care
- Provides medical oversight and expertise to ED of CN&M, along with other OCC leaders regarding the policies guiding the delivery of quality healthcare services vis the community care program
- Keeps abreast of emergent models and health care delivery with respect to health policy and identifies and defines new and innovative strategies to achieve clinical goals and objectives
- Assures the ongoing development of policies that guide and support the provision of medical services in the community
- Defines and support the implementation of the utilization management and quality and safety programs for community care
- Completion of other projects and duties as necessary

Qualifications

In order to qualify for this position you must meet the following:

BASIC REQUIREMENTS FOR PHYSICIAN

U.S. Citizen
Degree of doctor of medicine: Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) of the American Osteopathic Association for the year in which the degree was granted. (3) For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training.
Licensure: Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA. Provide proof of this license in the application by listing your active license number on your CV/Resume and/or uploading a photocopy of your active license.

DEMONSTRATED LEADERSHIP EXPERIENCE:

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

B. TECHNICAL QUALIFICATIONS (TQ):
1. Possess extensive leadership experience in the health care arena to include considerable experience with strategic planning, policy development, fiscal management, and staff development.

2. Expert-level knowledge of current concepts in health care such as communicating and providing guidance on national level health care policy to internal and external stakeholders, defining and evaluating new policy recommendations that directly impact health care provided to patients, overseeing senior leadership responsible for oversight of national health care facilities, analyzing information and data to identify improvement opportunities to reduce barriers to health care service, and developing treatment standards to monitor the quality of health care on a national level.
