ABOUT THE POSITION
The Associate Deputy Assistant Secretary serves as the senior advisor to the HHS Deputy Assistant Secretary, and as the Departmental liaison to central management agencies on topics relating to human capital matters. He/she is responsible for the development and implementation of human resources programs that support and facilitate HHS's strategic goals and promote effective management of our human capital. He/she will partner with the HHS OPDIVs and provide crucial direction and technical assistance to help ensure the OPDIV human resources programs and policies are efficient, effective, and operating in a high performing manner.
Major Responsibilities
Serves as the full deputy and advisor to the Deputy Assistant Secretary for Human Resources (DAS for HR), in the Office of the Assistant Secretary for Administration.
Responsible for the operations of the Office of Human Resources and acts on all matters with complete authority for the commitment of program activities, within the purview and jurisdiction of the DAS for HR.
Provides executive leadership and direction for the HHS HR management programs and operations within the immediate Office of the Secretary and Staff Divisions.
Provides strategic direction, oversight and support to the Human Resources Centers in carrying out human resources programs that are efficient, innovative, and cost effective.
Partners with the OPDIVs to design and implement human resources programs that support and facilitate HHS's strategic goals and promote effective management of our human capital.
Oversees and evaluates HR programs to ensure they comply with Federal regulations and merit system principles; assesses HR management programs and operations outcomes with respect to established program goals.
Provides leadership for the development, formulation and execution of talent management strategies. Develops programs to improve the ability to attract, develop, and retain a quality workforce.
Provides oversight of HR IT systems and technologies to improve performance management capabilities; enhance HR operational efficiency; and develops a technology infrastructure to support and enhance HR programs across the Department.
Provides fiscal oversight in all areas to include budget and financial management. Initiates appropriate business process improvements that help achieve HHS strategic goals and missions with an emphasis on improving economics and efficiencies of operations, improving customer service, increasing employee satisfaction and performance.
With the DAS for HR, provides Departmental leadership for developing, implementing, and evaluating human resources operation issues and addressing them accordingly.
Works with the Office of Personnel Management (OPM) to ensure the delivery of cutting edge human capital policies and programs.
1. Significant experience managing large organizations including implementing performance metrics and large scale transformation initiatives.
2. Significant experience in leading talent management strategies which align to the agency mission.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings.
