Duties

Help

  • Conduct assessment of current communication and marketing plans, to include developing a reasonable understanding of the ongoing research of the institute, and develop revised plans that are nested in and support the Walter Reed Army Institute of Research (WRAIR) overall strategic plan.
  • Work directly with Command leadership and senior management to ensure understanding of communications and marketing strategies and resolve related problems.
  • In conjunction with and as part of oversight of public affairs personnel, develop and manage strategic communications as coordinated products (such as websites, print products, podcasts, social media output, print and e-newsletters, infographics, videography and photography, and any other multi-media products in use today).
  • Supervise and provide direction for the WRAIR's Public Affairs Office (PAO) to include the oversight of the publication review and clearance process, the scheduling, coordination and supervision of VIP visitors, and the attendance at conferences to market WRAIR's research, products, services and collaboration possibilities.
  • Manage major strategic communications event, at WRAIR and at its commands.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
  • Term employment is subject to a one year trial period.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1)Experience supervising employees; (2) Experience developing and implementing content communication products such as electronic newsletters, websites, pamphlets and other publications; (3)Experience drafting, reviewing and editing scientific posters, manuscripts, abstracts and publication utilizing scientific writing style; and (4) Experience coordinating and establishing relationships with major news media. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ03/GS-12).

Additional information

  • WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 01 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
  • This is a contingent (TERM) appointment, NTE 2 Years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.
  • This is a TERM position for 2 Years and may be extended to maximum of 5 years. MRMC Command is authorized to extend a contingent appointment one additional year.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.
  • Direct Deposit of Pay is required.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
