Duties

Help

EBSA, through its enforcement of Title I of the Employee Retirement Income Security Act of 1974 (ERISA) and other related health benefits laws, protects the security of retirement and health plan benefits and assets for all workers who have employer-sponsored plans.

Major duties for this position at the full performance level include but are not limited to, the following:

  • Plans, develops, and coordinates actuarial research projects regarding health and welfare plans.
  • Reviews and analyzes legislative, regulatory, and administrative proposals and public policy issues pertaining to health and welfare plans.
  • Provides expert technical (actuarial) guidance and consultative services to EBSA senior and executive staff regarding health and welfare benefit plans.
  • Provides consultative and technical (actuarial) support to EBSA’s supervision of group health plans.
  • Plans, develops, and coordinates significant actuarial work using multiple sources of data and variety of actuarial models and systems, consistent with the appropriate Actuarial Standards of Practice (ASOP).

Qualifications

Basic Requirements:

A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one of more courses in mathematics for which these calculus courses were prerequisites.

OR

Combination of education and experience that includes both of the following requirements:

  • Technical work experience in actuarial support work or in mathematics; and
  • Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics,business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

AND

One year of actuarial experience equivalent to the next lower grade level.

You must submit a copy of your transcript(s) to verify that the Basic Requirements listed above are met. Reference the "Required Document" Section.

In addition to the Basic Requirements listed above applicants must also meet the Specialized Experience requirements.

For the GS-14 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level the GS-13 level.

Specialized Experience is defined as providing actuarial services and/or examining actuarial determinations for group health benefit plans under the Employee Retirement Income Security Act (ERISA) or for health insurance issuers licensed by states; developing actuarial studies and models of cost estimates and trends for health care programs and issues; and evaluating the actuarial projections and risk management of health insurance programs for financial soundness of pricing and reserves.

For the GS-15 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level the GS-14 level.
