As a TRAFFIC MANAGEMENT SPECIALIST (Title 32), GS-2130-7/9, you will serve as a traffic management specialist performing technical and analytical work concerned with planning, development and execution of traffic policies and programs. Incumbent provides guidance to units and customers concerning tracking, security, handling, storage, and aircraft loading of general cargo, hazardous materials and material requiring special handling. Incumbent must be able to obtain safe, economical and efficient transportation of freight to meet mission needs by providing 24/7 global supply operations.
Major Duties - This is NOT an all-inclusive list:
Evaluates day-to-day operations to ensure the safe, efficient and economical use of cargo operations and/or carrier services.
Develops transportation guidance, plans for individual items, including any special handling, packaging, or other unique requirements, and analyzes transit time data to determine carrier effectiveness.
Independently works on specified segments of large projects or well-defined projects of lesser scope involving explosives, other hazardous materials and items requiring special handling, such as classified, mail, medical, etc., that require the application of standardized traffic management methods and procedures
Conducts transportation studies by analyzing data items.
Ensures shipments are moved safely and efficiently.
Resolves conventional problems associated with the movement of cargo.
Provides advice, recommendations, solutions, and guidance to management, procurement and staff organizations, AF and DOD and non-DOD agencies on the safe, efficient and economical use of transportation resources.
Monitors customer complaints of poor performance and recommends corrective action.
Prepares briefings, point papers, studies, and staff summaries within established suspense.
Provides advice to managers and program officials on transportation considerations of the organization's mission and programs.
Establishes, develops, and maintains effective working relationships among all GLSC personnel, base level customers and other organizations.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians in the 126th Air National Guard at Scott Air Force Base.
The SECOND area of consideration will be all members of the Illinois Air National Guard.
The THIRD area of consideration will be all those eligible for membership in the Illinois Air National Guard.
Military Grades: Enlisted Only - Minimum & maximum rank requirement of SSgt.
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-09 Level - Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. GS-07 Level - Must have at least 12 months experience, education, or training involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Experience in making effective presentations both orally and in writing.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
