SUMMARY OF DUTIES: The purpose of this position is to provide technical, procedural, and evaluative assistance in the area of employee benefits, performance management, and/or compensation for both Army and Air National Guard organizations.

    • Provides technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits' programs, which may include workers' compensation, health and life benefits, Thrift Savings Program (TSP), awards, performance management, retirement, etc.
    • Injury Compensation: Serves as a technical expert in matters regarding employees' claims for Workers Compensation
    • Employee Benefits: Assists in administering the retirement programs for technicians desiring to retire under any of the retirement systems.
    • Performance Management: Assists in administering the performance management program within the state to include state level procedures and appraisal system.
    • Compensation: Provides technical guidance and procedural advice on flexibility's and appropriate uses of leave issues such as sick leave for family care and bereavement, compensatory, advanced leave, leave without pay, absence without leave, and military leave.
    • Performs other duties as assigned.

Qualifications

You have a high school diploma or general education development (GED) diploma. Must submit documentation for education requirement (i.e. Diploma, certificate, transcript).

Basic Qualification Requirement - Must have/be:

      • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
      • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
      • Ability to write English in reports and presentation formats;
      • Ability to communicate clearly and effectively;
      • Skilled in presenting formal training presentations and briefings;
      • Ability to assess body language and perceive emotional and/or distress levels; and,
      • Skilled in applying procedures and directives by reading and interpreting program material.

GENERAL EXPERIENCE: Possess experiences gained through civilian and/or military technical training schools within the human resources business programs; do you possess a validated understanding of basic principles and concepts of the Human Resources Specialist.

SPECIALIZED EXPERIENCE:
Specialized Experience GS-0201-07

Must have 3 months of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as an employee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions. Experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions.

Specialized Experience GS-0201-09
Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; and/or providing retirement options. Skilled in applying program policies, directives, publications, and training manuals. Experienced in performance management and awards programs; or, advising on process improvement, best practices, and performance techniques.

Education

You must have a high school diploma or general education development (GED) diploma. Must submit documentation for education requirement (i.e. Diploma, certificate, transcript).

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Ability to manage and administer a variety of personnel programs, advises management and counsel employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and make corrections.Advises management on potential program problems; such as organizational patterns on compliance of performance management, leave, and other programs. Assists in managing the leave programs; for examples leave donor programs and approve requests for advance leave. Analyzes, interprets and clarifies policies, directives and other issuance from higher authority; for example -OPM, NGB, and DoD for statewide application. Develops instructions pertaining to personnel administration matters and makes recommendations to the HRO, staff directors and supervisors to ensure compliance with requirements. Responsible for administering the benefits program and provides advice to managers, supervisors, and individuals who plan to enter on military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act (USERRA). Responsible for the administration of the retirement system processing; for example Federal Employees Retirement System (FERS). Assists with the administration of the Worker's Compensation Program (OWCP) for the state and ensures that the program objectives and goals are met.
