As a Writer-Editor, you are responsible for:

-Serving as an advisor to audit and program evaluation teams at Headquarters and field divisions during the early stages of audits and evaluations, to ensure report quality related to communication of the message. Applies report review guidelines and standards, and advises the teams on sufficiency of the message and appropriateness of criteria. Continually updates report review guidelines and standards.

-Assisting auditors, program evaluators, and other staff developing and drafting reports, and preparing summaries for publication which are factual, and present clear meaning to the report audience. Reviews reports frequently, from the initial draft stage through final publication. Technical material submitted by staff professionals may require rewriting before it can be understood by the general public, and the incumbent will provide expertise in this area.

-Reviewing and analyzing report drafts and other forms of communication for logic, adequacy of evidence, validity of conclusions, appropriateness of recommendations, and conformance with fundamental principles of effective communication, applying expertise in both communication and audit reports.

-Drafting letters, memos, and briefing documents as needed for controlled correspondence and special projects for the signature of senior level officials, including the Inspector General, the Deputy Inspector General and the Assistant Inspectors General. Provides consultation to others drafting such documents. These documents will include letters and other correspondence to Congress, as well as to the EPA Administrator and other high level officials in EPA.

-Performing a variety of highly complex, sensitive and unique duties related to: correspondence production and development; correspondence analysis, evaluation and control; arrangement of document presentation, context, and authorities; dissemination of written material of varying formats and contents; and organization, maintenance and tracking of official documents and records. You will also be responsible for readiness of the final documents produced; ensuring all of the correspondence reflects agency's policy.

-Providing assistance preparing news releases and in developing other tools for communicating to customers and others.

-Providing training on writing in general and writing audit reports, program evaluation reports, and similar products in particular.

-Managing the Semiannual Report to Congress report process for submittal and review.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full time specialized experience. The work experience described in your resume must clearly reflect that you have performed work that meets the specialized experience requirement for this position, as defined below, or your application will be rated "Ineligible." Specialized experience for this position is defined as:

Experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes utilizing comprehensive knowledge and skill in writing, editing, research techniques and methods to develop and prepare authoritative data on the programs; developing written products that articulate, interpret and explain highly complex and controversial programs; using applied knowledge of techniques, methods, practices, and procedures to apply innovative approaches, advanced techniques and sound judgment to manage a variety of sensitive, high-profile, complex, and time-critical issues; and briefing and consulting with an agency or organization's senior leaders on complex issues and a variety of mission critical subject matters and to develop various written products.

You cannot substitute education for experience at the GS 13 level.

- Knowledge of a wide range of writing and editing principles, methods, practices, and techniques sufficient to develop written products that address highly complex and frequently controversial topics on important subjects that generally receive significant media attention.

- Skill in developing written materials that effectively transmit complex information in a variety of formats to various internal and external audiences and stakeholders.
