This position is located in the Office of Human Capital Strategy (OHCS), Workforce Relations Division, Office of Human Resources Management (OHRM). The incumbent performs and manages major Human Resources functions related to the work/life program activities and serves as the agency subject-matter expert on work/life programs.

Serves as the agency subject-matter expert on work/life programs, and consults with agency leaders to explain, define and/or implement building strategies, actions and best practices.
Provides advisory and consultant services to support the strategic planning and policy direction of all work/life program activities.
Plans, leads, executes, and coordinates broad and extensive projects related to the development, improvement and evaluation of agency wide work/life programs.
Assesses and deploys resources for development of project requirements; coordinates projects and forecasts demand; collects, documents, and utilizes best practices; develops and maintains metrics for work/life performance measures.
Develops agency policy and procedures and associated interpretive material to implement new legislation, to correct major problems in the implementation of work/life programs.
Applies a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness.
Provides expert advice and consultation to managers, other staff policy makers, and to operational human resources specialists throughout the agency.
Directs and provides guidance over study teams/project teams.

The GS-14 salary range starts at $117,191 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. The specialized experience for this position is defined as experience serving as a subject-matter expert on work/life programs. This experience must include:

Comprehensive knowledge of work/life program administration in order to provide authoritative advice, guidance and to manage and facilitate high level actions for all aspects of the work/life program to include administration, reporting, data analysis, review and evaluation functions.
Skill in providing expert advice and guidance to ensure the implementation of effective strategies and solutions surrounding the work/life program results and activities.
Expert analytical skill to apply a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness. Ability to apply those methods to measure efficiency, identify problems, improve effectiveness and to recommend corrective measures.
Knowledge of Federal, GSA, OHRM, work/life priorities and commitments in order to facilitate high level program management functions and to ensure proper reporting of agency activity.
In-depth knowledge of the functional areas associated with GSA Services and Staff Offices.
Knowledge and understanding of GSA’s unique business lines, as well as services provided across GSA’s regions.
Skill in creative leadership to enable development and implementation of innovative strategies.
Ability to function in a dynamic environment, assimilate new information, relate it to ongoing actions, and incorporate initiatives into management decision-making processes.
Skill in establishing and maintaining effective working relationships in order to present sensitive recommendations to higher level stakeholders and partners.
Ability to lead or co-lead a group of employees.
