Duties

Help

As a recognized expert in the field of Internet technology, including website design and information architecture, oversees the implementation, maintenance, enhancement, and coordination of online systems and Web site(s) on the Internet. Oversees the art direction and visual design (look, feel and layout) or IA of Internet and Intranet-based Web site(s) and applications. Designs templates, graphical elements, and other web interface components. Monitors emerging web design trends and directions and makes recommendations accordingly. Oversees design or IA strategies, projects and/or programs related to web and print. Provides design expertise in analyzing, diagnosing, and resolving problems in support of web sites and applications. Develops visual presentations to explain difficult concepts to executives and stakeholders. Collaborates with information architects and technologists to ensure usability and accessibility of web sites and applications.

Assists in the development of policies and guidelines, best practices, and work flow procedures for LOC web properties. Documents interface rules and graphical elements in the enterprise wide style guide. Designs and produces print pieces in accordance with OSI and Library needs.

Plans and develops long-range objectives and milestones for IT projects that involve substantive, mission-oriented programs. Assists with planning and managing complex design and/or IA projects involving technology and interrelated disciplines. Manages design and/or IA projects for Web Services and aligns the design activities and deliverables with LOC business requirements. Identifies customer design requirements, and helps project managers develop project estimates and schedules.

Evaluates and manages centrally administered programs/projects that affect broad mission areas regarding Library of Congress (LOC) brand-related and/or IA activities within Web Services. . Develops strategies on how the LOC brand guidelines or web standards can be propagated across the institution's web properties. Applies LOC brand standards to new web applications and systems. Collaborates closely with the Office of Communications to ensure brand consistency and proper messaging.

Provides expert analysis and advice and develops solutions to solve issues and problems on programs with complex visual design and branding and/or IA challenges or where new techniques should be employed. Identifies design issues relevant to LOC Web services based on loc.gov operations and changing program requirements. Collects relevant information from many varied sources for analysis and makes authoritative recommendations directly related to improving the visual design and user experience of LOC web properties.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to design graphics, visual identities, user experiences and design systems for online products.**

Ability to design templates, graphical elements, and other web interface components for complex website(s) on the Internet.**

Ability to conduct user research, analyze and create solutions for user experience design problems, issues, and requirements.**

Ability to plan and manage information design projects.

Ability to communicate verbally and in writing.

Ability to innovate.

Ability to communicate and collaborate effectively with project teams and stakeholders.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
