Summary

The Deputy Director of External Affairs reports to the Director of External Affairs and is a principal advisor on all public engagement activities. As a domain expert and Deputy, the incumbent maintains a close relationship with the CNCS Senior Leadership Team, including the CEO. This individual oversees day-to-day operations and assist the Director of External Affairs with communication with the White House, other federal agencies, nonprofit organizations, and corporate partners.

Duties

Help

The Deputy manages and supervises an in-house staff of communications specialists, which includes functional teams in digital strategies, media relations, outreach and public engagement, internal communications and speechwriting. Incumbent is responsible for oversight in the following areas:

External Engagement and Management: In coordination with the Director of External Affairs, the Deputy formulates, implements, and helps manage the strategic integrated public engagement and outreach plan for CNCS's programs and the personal communications plan for the CEO, using the full range of communications resources, media, and techniques.

The Deputy supervises and manages staff outreach that maintains key relationships among "opinion leader" press, and advises field offices, state commissions and program on media and public engagement issues.

The incumbent is prepared to advise the CEO, Board of Directors, and senior staff on possible public and media reactions to policy statements or actions, provides leadership in exploring new avenues and initiatives, oversees speechwriting, and plans, initiates and executes communication campaigns targeted at specific and general audiences.

Internal Communications: In coordination with the Director of External Affairs, the Deputy is responsible for overseeing the preparation of the annual CNCS internal communications plan in conjunction with Senior Leadership.

Speechwriting: The Deputy is responsible for oversight of speech preparation in support of the CEO and others as required. S/he will ensure appropriate coordination with the Principal, and that the highest quality standards are maintained.

Liaison: The Deputy establishes policies, strategies, and outreach efforts to promote CNCS programs and build relationships and partnerships for national service programs and initiatives. Conducts liaison activities personally and through subordinate staff.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the lower range of the NY-04 pay band, which would be at or equivalent to, the GS-14 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes managing and coordinating a public information program; serving as a principal spokesperson for a large, complex organization; developing and managing multi-channel communications strategies; supervising and developing professional and support staff; building and managing relationships with national media and outside interest groups; and advising high-level officials on communications matters, often related to crisis or high-profile sensitive issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
