The duties listed are for the full performance level, GS-11. If filled at the GS-09 level, duties will be of a more limited scope and the incumbent will be more closely supervised. Major duties include but are not limited to:

  • Serves in a key fire management position in a field fire management organization as a Fire Management Specialist (Prescribed Fire and Fuels)
  • Provides professional expertise and advice in the development and implementation of multiple resource objectives
  • Develops fuels treatment alternatives to support management decisions while adhering to applicable laws, regulations, policies, and guidelines
  • Evaluates individual fuels treatments as well as the effectiveness of the overall program and makes recommendations for improvement.
  • Serves as a member of an interdisciplinary team planning, developing, and implementing land management plans, compliance documents, and agreements.
  • Provides input and recommends strategies for fuels and fire management.
  • Implements and administers prescribed fire activities and fuels management activities to ensure targets are achieved, management objectives are met, and mitigation measures are adequate.
  • Monitors fire behavior, evaluates fire effects, identifies potential problems, and takes appropriate action.

Physical Demands: Normally the work is sedentary but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions.

Work Environment: Most work is performed in an office setting. Field work is sometimes performed in steep terrain where surfaces may be uneven, rocky,  or covered with thick vegetation. Temperatures are frequently extreme, both from weather and fire conditions where the presence of smoke and/or dust conditions are frequently severe. The hazardous nature of fire suppression work requires that protective clothing (boots, hard hats, etc.) be worn during emergencies. The incumbent must exercise a variety of safety practices and precautions for their own and others' well being.

This position has a positive education requirement which requires that you have either:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position

or

Combination of education and experience: Courses equivalent to a major course of study in biological sciences, agriculture or natural resources management, chemistry OR at least 24 semester hours in biological sciences. natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.

You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the 1 year of specialized experience requirement - please be sure to include this information in your resume.  To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-7 for the GS-9 or GS-09 for the GS-11) of the position to be filled.  Examples of specialized experience:

For the GS-09 Position: Experience in at least two of the following three categories:

1. Experience that demonstrated understanding of fire effects on cultural and natural resources. The assignments must have shown participation in activities such as:

  • Developing fire management plans to ensure resource objectives can be met from a fire management standpoint; or
  • Conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met.

2. Prescribed fire/fuels management - experience in activities such as:

  • Professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments), or
  • Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming, or
  • Evaluating prescribed fire plans or fire management plans to ensure fire containment is possible and identify appropriate suppression contingencies if containment is not obtained.

3. Fire management operations - analyzing and applying fire management strategies, plus experience in at least four of the following activities:

  • Mobilization and dispatch coordination
  • Fire prevention
  • Training
  • Logistics
  • Equipment development and deployment
  • Fire communications systems
  • Suppression and preparedness

For the GS-11 position: Experience must have included all of the fire program management elements as described below:

  • Reviewing and evaluating fire management plans for ecological soundness and technical adequacy;
  • Conducting field inspections before and after prescribed or wild land fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and
  • Developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management.

In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management

- OR -

Fire management operations as described below:

Prescribed fire/fuels management - experience in a broad range of activities such as:

  • Professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments);
  • Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming;
  • Land use planning and environmental coordination;
  • Evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies if containment is not obtained.

Fire management operations -analyzing and applying fire management strategies, plus experience in at least five of the following activities:

  • Mobilization and dispatch coordination
  • Fire prevention and education
  • Training
  • Logistics
  • Fire communication systems
  • Suppression and preparedness
  • Aviation Equipment development and deployment

IFPM qualifications that are required:

For the GS-09:

  • RXB2
  • ENGB or CRWB or HMGB

For the GS-11:

  • RXB2
  • ICT3 or TFLD or HEBM

Selective Factors:

The applicant must meet the following selective factors:

  • A minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume and in the free-text box located in the Questionnaire including reference names and current phone numbers for verification.
  • Valid States Drivers License

(IQCS) Incident Qualification and Certification System (IQCS) Master Record or other equivalent documentation which verifies you meet the required NWCG qualifications for this IFPM position.  Failure to provide this documentation by the closing date of the announcement will result in you being rated as not qualified.

You must meet all qualification requirements within 30 days of the closing date of the announcement.  Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Substitution of Education for Experience:

For the GS-9: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

For the GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS).  While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.  It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50).   3. Knowledge of accepted wildland fire safety practices and procedures
