Summary

The incumbent:

  • Conducts a detailed, comprehensive survey of Gallery physical (analog) time-based media, as well as digital media files, including titles and subjects.
  • Advises Chief Archivist on the development of policies and guidance for retention of Gallery analog and digital audiovisual resources and provides audiovisual assessment expertise to the Gallery community.
  • Provides guidance to Chief Archivist on creating and implementing long-term audiovisual preservation and access strategies for Gallery time-based media assets.
  • Manages Gallery Archives audiovisual assets by developing and implementing standards for the following activities - preservation and storage, metadata and work flows for A/V materials, access and conversion or digitization work of media that is necessary for preservation and access.
  • Serves as liaison with Gallery offices creating or managing time-based media, and performs all steps for receiving and preserving them in Gallery Archives.
  • Appraises A/V media records for permanent evidential or informational values.

REQUIREMENTS:

Physical requirements:  Work is primarily sedentary; however, frequent walking is required to go to the other offices in/around the Gallery complex. Must be able to life the boxes weighing up to 40 pounds and walk up/down ladders.

Qualifications

Candidates must meet the following Qualification Standards Handbook requirements.  For the GS-12 specialized experience is at least one year of experience equivalent in responsibility to the GS-11 grade level in the Federal service involving the collection, appraisal, analysis or synthesis of information having historical or archival values in any type of archives, such as a cultural institution, non-profit, college and university, or government entity. For the GS-11 specialized experience is at least one year of experience equivalent in responsibility to the GS-9 grade level in the Federal service involving the collection, appraisal, analysis or synthesis of information having historical or archival values in any type of archives, sch as a cultural institution, non-profit, college and university, or government entity.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.  Applicants must describe their possession of each of these factors individually in a one to two page cover letter as a part of their application.

  • Strong command of archival theory and best practices and their practical application in an archival repository.
  • Experience with digital preservation practices, trends and emerging technologies especially as applied to A/V media.
  • Demonstrated knowledge of media archives metadata content, structure, and preservation standards and schema.
  • Experience with A/V media appraisal, inspection and handling.
  • Strong command of video and audio formats, both physical and digital.
  • Experience with digital asset management and collection management systems.
  • Understanding of audiovisual copyright and licensing issues.

Education

Basic Requirements:

  1. Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

    or

  2. Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.
