    Summary

    This position is located in the Budget Planning and Presentation Division, Office of Resource Management, Bureau of International Narcotics and Law Enforcement Affairs (INL/RM/BP).  The incumbent serves as a member of a team that includes financial analysts addressing all six geographic regions of the world in which the Department of State operates; assists the Division Chief in providing expert budgetary and financial management support.

    Responsibilities

    • The incumbent of this position performs the same duties & responsibilities at the GS-12 level as the GS-13 level except assignments are less complex & do not require the breadth & depth of the knowledge of expertise which is envisioned at the GS-13.
    • Develops and promulgates appropriate systems of internal financial controls pertaining to all aspects of the apportionment, transfer, allotment, de-allotment, obligation, de-obligation, disbursement and accounting of funds by the Bureau.
    • Works closely with senior program and project managers in INL/RM on matters related to funding requests to ensure they are properly accounted for in budget submissions, reclassification and reprogramming actions.
    • Provides financial guidance, advice and assistance to project managers and to other staff members, and senior managers on funds management and processing problems or issues.
    • Develops and/or modifies methods and techniques to resolve accounting or auditing problems and explains such changes to all staff members, and overseas posts when appropriate, to ensure their awareness of and familiarity with such procedures.
