Summary

About the Position: This position may be filled at the developmental level, GS-09 or GS-11, or it may be filled at the full performance level, GS-12. If filled at the GS-09 or GS-11 level, the selectee will perform developmental assignments under closer than normal supervision. Assignments will become progressively more difficult until the full-performance level is reached.

Duties

Help
  • Responsible for planning, programming, conducting investigations, and preparing reports related to identification, protection, and preservation of cultural resource at Corps project and/or activities such as the 404 Permits Program.
  • Provides advice, technical guidance and recommendations, and facilitates general coordination of cultural resource oriented work output, as required.
  • Participates in Branch management through development of work schedules and budget processing for cultural resource activities.
  • When assigned, serves as team leader responsible for leading the efforts of a team of technical specialists assigned to accomplish a project study or report within the Branch/Planning Division.
  • Assists or advises persons involved in similar cultural resource activities in all MVD Districts and outside the Division.
  • Serves as the subject matter expert on tribal matters, provides advice to the Commander and senior District staff.
  • Manages and reviews work activities of lower-graded personnel, serves as team member or team leader, and serves as pro tem in absence of Section Chief or other team leader(s).

BASIC EDUCATION REQUIREMENT:

Archeologist - 0193 series

EXPERIENCE REQUIREMENT: GS-09 level: One year of specialized experience which includes: 1)includes knowledge of and experience in the area of cultural resources management (CRM) and the National Historic Preservation Act (NHPA). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline which satisfies in full the educational requirements.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 level: One year of specialized experience which includes: 1) At least one year of full-time professional experience or equivalent in archeological research, administration or management, and; knowledge and experience in the area of cultural resources management (CRM) and the National Historic Preservation Act (NHPA). 2) Performs independent field survey, testing, assessments, research report preparation, and monitoring in a manner acceptable to the State Historic Preservation Officer (SHPO) of the five States within the District geographical boundaries. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline which satisfies in full the educational requirements.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 level: One year of specialized experience which includes: 1) Planning and managing cultural resources projects for an organization; 2) Working on archaeological resources and Native American issues related to organizational planning, construction, and operations; 3) Interpreting and implementing programs, policies, laws, and regulations regarding cultural resource and Native American tribes and consultations; 4) Evaluating proposed operations and/or projects against cultural resources compliance and Native American consultation requirements; and 5) Preparing and reviewing cultural resources contracting documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Education

TIME IN GRADE REQUIREMENT: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (i.e., 52 weeks at the GS-07 to be eligible for the GS-09 52 weeks at the GS-09 level to be eligible for GS-11, and 52 weeks at the GS-11 level to be eligible for GS-12).
