The position is located in The General Services Administration, Federal Acquisition Service, Information Technology Category, Office of Category Management in Washington, DC. It will be required for the selectee to report to the Washington, DC office.
GSA’s Office of Information Technology Category (ITC) provides access to private sector IT & telecommunications solutions for federal, state & local government agencies. ITC works with federal agencies, OMB & industry to create common solutions for IT services, hardware, software, telecommunications, cyber security, & identity management. ITC works with the Office of Federal Procurement Policy & the Office of the Federal Chief Information Office to develop & implement acquisition and technology initiatives such as strategic sourcing, category management, cloud, cyber, enterprise licensing agreements for software, desktop configurations, & data center optimization.
We are currently filling one vacancy, but additional vacancies may be filled from this announcement for other GSA organizations within the same commuting area.
Provides guidance, tools, contracts and resources enabling the government to buy IT more effectively and efficiently, leveraging both GSA and non-GSA solutions.
Responsible for nurturing and facilitating the development of innovative contracts, services, solutions, practices and strategies that improve performance, services and value to the Federal government.
Develops and executes strategies for product and service categories as business units and optimizes spend under management in conjunction with industry.
Provides strategic and change leadership to ensure that vision, mission, values, goals and objectives are identified, communicated, and integrated into all other GSA programs and aligned with key national and regional programs.

The GS-15 salary range starts at $137,848.00 per year.
To qualify, you must have one year specialized experience equivlent to the GS-14 level in the Federal Service.
SPECIALIZED EXPERIENCE:
Specialized experience is experience in information technology (IT) program planning. This includes planning, project management, and marketing; managing IT liaison services for customers; and overseeing troubleshooting of potential problems revealed by analyzing historical data and reviewing projects relating to IT services provided, sales, product availability and trends.
You will be evaluated for this job based on how well you meet the qualifications above.

Ability to monitors the acquisition strategies to ensure iteration of appropriate IT requirements.
Ability to provide guidance and implementation of changes in procedures to continuously improve the effectiveness and efficiency of operations and activities.
Knowledge to develop plans and allocate contracting officers necessary to deliver quality assisted services that meet customer requirements in a timely and cost effective manner.
Ability to enhances and effectively manages the Human Capital assets of the organization by overseeing the development, implementation and control of an adequate, effective and appropriate training plan for all telecommunications personnel.
