Office Overview

This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO), in Alexandria, Virginia. OCCO is responsible for all aspects of the agency’s public affairs and communication activities. These include media relations, internal communication, graphic design, social media, brand management, blogs and special initiatives, photography and video, writing and editing, digital strategy and governance, and oversite of web content on USPTO.gov.

The individual selected for this position will…

  • Proofread and edit submitted materials for style, grammar, completeness, and thoroughness, ensuring that the final product meets the standards and guidelines used by the agency and that the materials support the communication needs of the agency. 
    • These materials include, but are not limited to: talking points, speeches, blogs, articles, emails, PowerPoint presentations, video scripts, signage, graphics, tent cards, programs, brochures, and website copy.
  • Develop and accurately synthesize final copy based on material submitted by subject matter experts from across the agency.
  • Ensure that the language used is appropriate for the stated audience level and that necessary background information is provided so the viewer or reader will be able to understand new or difficult ideas and concepts.
  • Work with authors of written materials to convey and explain required and optional edits to these materials; following AP and USPTO writing guidelines.
  • Ensure submitted materials meet federal guidelines for accessibility (508).

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Management positions can be found here.  You must meet all qualification requirements by the closing date of the job announcement.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

Specialized experience for this position includes all of the following: 

Skill Set 1 – Experience developing and editing written materials and proofing the work of others for grammatical errors.

Skill Set 2 – Experience producing user guides, manuals, publications, webpages, and public notices or alerts through a web-based e-mail subscription management system.

Skill Set 3 – Experience using data analytics, digital technology, written communications, and web-publishing tools to improve existing communications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-11 grade level for this position.

In order to qualify based on education, applicants must possess one of the following:

Master's or equivalent graduate degree OR

2 full years of progressively higher level graduate education leading to such a degree OR

LL.B. or J.D., if related

This is a Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "low risk".

Background Investigation - If selected for this position, you may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine your suitability for Federal employment and to authorize a background investigation.

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100. You will be evaluated for this job based on how well you meet the qualifications above.

KSA 2 - Ability to analyze material written by others, in terms of objective, style, and manner of presentation as well as analyzing policies, programs, and activities; identifying the characteristics of target audiences; and determining the most effective communication techniques to use in reaching those audiences.

KSA 3 - Skill applying oral and written communication methods in developing and disseminating information about an organization’s programs and activities to the general public and employees.
