Duties

Help

As a Research Physical Scientist, you will perform the following duties:

  • Provide expertise through each step of the algorithm lifecycle process at the Center for Satellite Applications and Research (STAR), including both the transition of scientific software from research to operations and the maintenance of the algorithm.
  • Transition to operations algorithms and processing systems that create products from satellite visible, microwave, and infrared imaging and sounding instruments on board the Polar Operational Environmental Satellites (POES), the polar orbiting meteorological satellites MetOP, the Suomi National Polar-orbiting Partnership (S-NPP), the Joint Polar Satellite System (JPSS) and the Geostationary Operational Environmental Satellite system (GOES). Create new tailoring or product monitoring tools for next generation geostationary and polar satellite data.
  • Create new tailoring or product monitoring tools for next generation geostationary and polar satellite data.
  • Serve as a project manager who establishes and implements strategy, objectives, and performance measures for assigned projects, prioritizes work, and determines funding needs and allocation for projects from NOAA satellite missions.
  • Work collaboratively with internal and external users in the evaluation of experimental and operational satellite products as the algorithm moves through the lifecycle process.

Note: The duties described are at the full performance level of the ZP-4 grade and the duties at the ZP-3 are developmental leading to the ZP-4 level.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12 grade level.

The ZP-4 is equivalent to the GS-13/14 grade level.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.  This handbook is available on the Office of Personnel Management's website located at: http://www.opm.gov/qualifications.

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

-AND-

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized Experience MUST include all of the following:

  • Implementing and testing satellite operational algorithms and processing systems that create products from satellite-based visible, microwave, or infrared imaging and sounding instruments on board new generation weather satellites.
  • Implementing or developing the objectives and performance measures for assigned projects, prioritizing work, and identifying funding needs for satellite product development; and
  • Helping develop new product monitoring tools for next generation weather satellites.

OR

SUBSTITUTION OF EDUCATION: A Master's or equivalent graduate degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of both education and experience as described above. Note: Only undergraduate education in excess of one full year is qualifying for a combination of education and experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE:In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: 

  • Overseeing or advising on the implementation and testing of satellite operational algorithms and processing systems that create products from satellite-based visible, microwave, or infrared imaging and sounding instruments on board weather based satellites.
  • Establishing, implementing, and monitoring the strategy, objectives, and performance measures for assigned projects, prioritizing work, and determining funding needs for new generation satellite product development; and
  • Creating new product monitoring tools for next generation satellites products.
  • Developing operational software in computer languages such as Fortran, C, and C++.

CTAP applicants MUST submit the following documents:

  1.   2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of the three pre-defined categories.  The categories are “gold”, “silver” and “bronze”.  However, your resume or optional cover letter must support your responses to the scored occupational questionnaire, or your score may be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

ZP-4 ONLY:

  • Knowledge of the satellite algorithm lifecycle process from research to operations, including project planning and risk management, quality assurance and control, testing and verification, user engagement, configuration, and documentation.
  • Knowledge of satellite visible, microwave and infrared imaging and sounding instruments on board multiple types of satellite series systems.
  • Ability to develop new product monitoring tools using satellite data.
  • Ability to serve as a project manager establishing and implementing strategy, objectives, and performance measures.
