Summary

Compliance Officer for the National Organic Program (NOP). You will serve as a livestock expert to investigate alleged violations of the United States Department of Agriculture's (USDA) organic regulations and process adverse actions against violators. If selected, you will part of the organization that is responsible for the development, implementation, and administration of federal organic regulations in accordance with the Organic Food Production Act of 1990 (OFPA).

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Serves as an in-house expert on the livestock industry and agricultural supply chain, assessing regulatory compliance and identifying risk factors to better focus resources, clarify policy and improve training.
  • Leads NOP's dairy surveillance and compliance program, makes decisions, and recommendations that routinely impact organic certifying agents and organic producers and handlers.
  • Develops plans of action that demonstrate good understanding of compliance issues, related regulatory requirements, and how to implement a workable methodology for fact finding.
  • Analyzes and communicates different ways in which the regulations may be interpreted and/or applied in complex operational environments.
  • Works with compliance activities that result in administrative decisions, litigation and congressional action, that may change the precedents and policy positions within NOP.
  • Applies interviewing skills to obtain the sought after information, gain consensus, and persuade parties to adopt courses of action that may be controversial and complex.
  • Summarizes findings and advises management of viable options and expected effects.
  • Monitors the implementation of approved policies to determine effectiveness and assess the outcomes in comparison to intended results.
  • Composes written briefing materials and oral presentations to explain policy considerations and options to senior USDA officials and external audiences.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience conducting audits, inspections, or investigations of livestock operations and practices, including dairy operations and grazing practices.
  • Apply laws and regulations related to agricultural programs or organic food production or organic food processing.
  • Experience researching and reviewing organic certification of farming system plans for small and large livestock and dairy operations.
Note: There is no education substitution for this grade level.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience leading audits, inspections, or investigations of livestock operations and practices, including dairy operations and grazing practices.
  • Experience analyzing laws related to agricultural programs or organic food production or organic food processing, to develop and implement new approaches, methods, or procedures for data gathering and analysis.
  • Experience writing and/or training others in development or evaluation multiple kinds of information from multiple sources related to farming system plans for small and large livestock and dairy operations.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
