Duties

Help

As a Lead Transportation Specialist, you will:

  • Administer the application of Federal budget policy and establish and maintain procedures to develop and manage a prudent fiscal spending plan program; provide advice to management related to allocating and monitoring financial resources
    for all HOP programs.
  • Assess changes in legislation to determine the impact on the control and integrity of financial data, make recommendations to management for changes required to maintain adequate data integrity and internal controls
  • Execute the day-to-day maintenance and related operations for the classification and recording of financial and budgetary transactions
  • Develop financial management reports and conduct system analyses to resolve
    problems encountered in the day-to-day operations of the Financial Management System (FMS) used for monitoring the use of program and administrative funds.
  • Perform the required reconciliations of the HOP financial data to assure proper relations with control accounts and other related reports; cross reconcile reports produced from subsidiary systems to assure integrity of financial and budgetary data.
  • Serve as key spokesperson on financial matters and budget discussions affecting Office of Operations program.

The ideal candidate serves as an expert in the application of a wide range of qualitative and/or quantitative budgetary and financial methods for the assessment and improvement of program effectiveness. A mastery of advanced management and organizational principles and practices and a comprehensive knowledge of federal budget and financial regulations, guidelines, and processes.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience allocating, monitoring, and budgeting financial resources in accordance with organizational policies.
  • Experience utilizing automated accounting and/or financial management systems.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience developing and implementing financial policies and budgets.
  • Experience researching and interpreting financial policies and laws to resolve financial issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
