Analyzes proposed replies received from one or more Air Staff Agencies, prepares responses using computer technology, and obtain necessary coordination.
Represents the Secretary of the Air Force as the Legislative Liaison for Congressional and White House correspondence concerning matters pertaining to the Air Force.
Prepares a wide variety of recurring documents from information obtained from staff, files, and other sources.
Prepares and plans for senior leadership meetings with Members of Congress.
Must be registered for Selective Service, see Legal and Regulatory Guide

THIS POSITION HAS A SELECTIVE PLACEMENT FACTOR THAT ALL APPLICANTS MUST MEET IN ORDER TO BE CONSIDERED FOR THIS POSITION.
Selective Placement Factor: Candidate must possess thorough experience of the working for Members of the U.S. Senate and the U.S. House and their various committees and the protocol and procedures that apply in dealing with its principals and staff members during the preparation of correspondence requiring familiarity strategic communication.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized included but not limited to a comprehensive knowledge and thorough understanding of the organization, polices of the Executive Branch, the Office of the Secretary of Defense, other service departments, the Secretary of the Air Force, the Air Staff, and major commands. Broad expertise and comprehensive knowledge of key public laws governing the services, such as Title 10, United States Code, the Freedom of Information Act, and Privacy Act, as well as the Uniform Code of Military Justice and non-judicial punishment. Knowledge of analytical, evaluation, and research processes. Planning, organizing and directing staff teams from across DoD research issues, establishing options and proposing a courses of action (COAs). (COAs will often lead to policy changes at the highest echelons.) Work requires knowledge of grammar, writing and editing practices, and the style requirements of the individual signing the final product. It also requires knowledge of readily available sources of information on the appropriate subjects including internet and subject matter experts.Knowledge of practical management analysis. Adapts computer research system and tools to respond to often-vague issues. Employs analytical tools to modify work methods, administrative workflow, and measure productivity. Assesses and recommends changes to staffing patterns and workflow, and measure productivity. Assessing and recommending changes to staffing patterns and workflow processes to support Directorate needs and Congressional requests. Evaluating policies and procedures received from higher echelons and determining the applicability and impact upon the Air Force and the Department of Defense.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of established public laws, policies, concepts, principles and practices as they relate to Legislative Liaison, gained through experience and skill in applying this knowledge to difficult and complex assignments.
2. Thorough knowledge and understanding of the Legislative Liaison operation, higher echelon organizations, the Air Staff and the Offices of the Secretary of Defense and other Federal Departments/ Agencies.
3. Demonstrated skill in communicating effectively with tact and diplomacy, orally and in writing to advocate AF positions; to negotiate complex issues; to respond to criticism of the organization's functions or performance to logically and effectively explain programs, functions and activities to gain understanding of the organization's efforts by concerned publics; and to negotiate complex issues, programs and functions with people having varying levels of understanding of Air Force and Legislative Liaison programs and activities.
4. Skill in analysis and problem solving.
5. Ability to analyze facts, identify problems, report findings, make conclusions and recommend corrective or other appropriate action.
6. Ability to interpret and apply regulations, procedures and/or precedents to provide advice and solve specific problems.
