Summary

This position is located in the Centers for Medicare & Medicaid Services (CMS), Office of Enterprise Data and Analytics, Data and Analytics Strategy Group.
As a Computer Scientist, GS-1550-14, you will serve as a software engineering subject-matter expert who advises internal and external partners on the technical aspects of building and maintaining the software, know as Application Programming Interfaces (APIs), used to disseminate large sets of CMS program data to users.

Duties

Help
  • Serve as a technical expert in the lifecycle management of APIs, including the development and maintenance of APIs and in establishing guidelines and strategies for data sharing at CMS.
  • Apply expertise in the principles and approaches to API development in government, healthcare, and civic technology to deliver industry-standard and state of the art software engineering solutions to agency teams.
  • Utilize engineering and leadership skills to lead discovery processes with stakeholders to identify the requirements, the expected outcomes of new or existing initiatives, and the measurements of success.
  • Apply professional software engineering knowledge to implement agency efforts to open the availability of Medicare data to beneficiaries and other health care stakeholders, either through CMS' own tools or through third-party programs.
  • Provide leadership and support to highly skilled information technology infrastructure and security engineers, human centered design specialists, business process designers, product owners, and IT Specialist to ensure achievement of objectives.

Qualifications

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) developing and maintaining public facing APIs (application programming interfaces); (2) using either Python, Ruby, JavaScript (full-stack), Go or Java to develop, maintain, and support APIs; and (3) developing programs using open source model.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

A. Bachelor's degree in computer science. (Note: All academic degrees must be from an accredited or pre-accredited institution. Transcripts are required at the time of application).
OR
B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. (Note: All academic degrees and course work must be from accredited or pre-accredited institutions. Transcripts are required at the time of application.)
