Duties

Help

As a Fish and Wildlife Biologist/Wildlife Biologist you will

  • Develop and review biological study proposals, survey designs, and scopes-of-work and conducts complex biological field investigations that may include: population and harvest surveys, live-capture, biological sampling, population health studies, food habits studies, and population modeling and risk assessment.
  • Prepare issue papers; briefing documents; Federal Register notices, rules and regulations; letters; and other written materials and provides verbal briefings to supervisor, Regional Directorate, and others regarding species issues.
  • Interact with the appropriate Native Commissions, Villages, Councils, Tribes, and the public to coordinate aspects of the biological program; management and co-management activities; harvest and harvest reporting; and Marine Mammal Protection Act and Endangered Species Act activities.
  • Identify important species habitat and recommends strategies to conserve and protect habitats and populations.Comments on potential impacts of proposed development affecting species and recommends appropriate mitigation when requested. Communicates and coordinates management strategies, decisions and programs with stakeholders.
  • Draft, review and comment on permits and authorizations required by the Marine Mammal Protection Act, Endangered Species Act, CITES, and other Federal laws regarding species.

Basic Qualifications
You may qualify at the GS-0401 series, if you fulfill one of the following qualification requirements:

A. have completed a 4- year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.

B. have a combination of education and experience - courses equivalent to a major course of study (24 semester hours) in biological sciences, agriculture or natural resources management, chemistry plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full 4 -year course of study with a major as described above.

You may qualify at the GS-0486 series, if you fulfill one of the following qualification requirements:
A. have a degree in biological science that included: 1) at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; 2) at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and 3) at least 9 semester hours in botany or the related plant sciences. Please note: you must provide copies of your official or unofficial college transcripts.
B. have a combination of education and experience--equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. Please note: you must provide copies of your official or unofficial college transcripts.


You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. have completed at least one year (52 weeks) of full-time professional specialized experience comparable in difficulty and responsibility to the GS-09 level in the Federal Service. Examples of specialized experience may include: coordinating, directing, conducting, evaluating, organizing, and/or reviewing scientific studies of marine mammals or other wildlife; assisting with the planning, designing, coordinating and reporting data from one or more field investigations addressing distribution, abundance, density, reproduction, survival, productivity, foraging ecology, or habitat selection in marine mammals or other wildlife. Co-author or author on one or more peer-reviewed publications in professional journals and/or has presented one or more talks or scientific posters at national scientific meetings, symposia or conferences. Demonstrated skills and abilities to capture, identify, and band/mark marine mammals or other wildlife. Knowledge and understanding of the Marine Mammal Protection Act of 1972 (as amended), Endangered Species Act of 1973 (as amended), National Environmental Policies Act, and/or related legislation, acts, laws and regulations affecting marine mammal conservation and protection. OR
B. have completed three years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree with a major study in Wildlife Biology. Please note: you must provide copies of your official or unofficial college transcripts. OR
C. I have an equivalent combination of specialized experience and graduate education as described in A and B above.


You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

A. have one year (52 weeks) of specialized experience equivalent to the GS-11 level in the Federal Service. Examples of specialized experience may include: coordinating, directing, conducting, evaluating, organizing, and/or reviewing scientific studies of marine mammals or other wildlife; assisting with the planning, designing, coordinating and reporting data from one or more field investigations addressing distribution, abundance, density, reproduction, survival, productivity, foraging ecology, or habitat selection in marine mammals or other wildlife. Co-author or author on one or more peer-reviewed publications in professional journals and/or has presented one or more talks or scientific posters at national scientific meetings, symposia or conferences. Demonstrated success in obtaining grants to design and conduct scientific research on marine mammals or other wildlife. Demonstrated skills and abilities to capture, identify, and band/mark marine mammals or other wildlife. Ability to work with an interdisciplinary team to design research studies, determine scientific field methods, analyze scientific data, identify success criteria, and determine end points for all assignments. Work with leads or supervisors to review, rank, and prioritize scientific studies related to species ecology. Knowledge and understanding of the Marine Mammal Protection Act of 1972 (as amended), Endangered Species Act of 1973 (as amended), National Environmental Policies Act, and related legislation, acts, laws and regulations affecting marine mammal conservation and protection.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Knowledge of wildlife biology theory, principles, and methods of wildlife research, assessment, and management.
  • Ability to communicate effectively, clearly, and tactfully.
  • Skill to work with diverse cultures, traditions and use of marine mammals for subsistence and other purposes.
  • Ability to coordinate management programs within the Service, with the state and federal agencies, Native organizations, public and private groups with opposing viewpoints, and with scientists from other countries.
  • Knowledge of the Marine Mammal Protection Act of 1973 (as amended) and the Endangered Species Act of 1973 (as amended).
