Summary

The U.S. Office of Personnel Management (OPM), Office of the Inspector General (OIG) is looking for a dynamic and energetic leader to join their Senior Executive Service (SES) Corps. The OIG provides independent, objective evaluations, audits, and investigations of the efficiency and effectiveness of the U.S. Office of Personnel Management programs and operations, and detects and prevents waste, fraud, and abuse and criminal violations of law affecting OPM.

Duties

Help
  • Develops, implements and coordinates legal services in support of all programs and activities of the OIG;
  • Develops and oversees legislative strategy for the OIG, including the development and maintenance of relationships with various Congressional committees and Members of Congress;
  • Advises the Inspector General and Deputy Inspector General regarding the accomplishment of the work for which the incumbent is responsible;
  • Develops or coordinates the development of, improved, innovative and cost-effective approaches to assuring that all of the OIG's programs and activities are carried out with due regard for their legality and integrity;
  • Represents the OIG in the Federal inspector general community through participation in multi-agency task forces, committees, working groups, and professional associations;
  • Participates as part of the top management structure in overall planning, direction, and control of the OIG's oversight programs.

  • You must possess a Juris Doctor (J.D.) degree or a Bachelor of Law (LL.B) degree from an accredited law school and must maintain active status as a member of the Bar of one of these jurisdictions
  • You must be an active member of the Bar in good standing in any state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your résumé that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification(s), listed below.

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS:

  1. Competency in the application of laws and regulations relevant to the work of a Federal Office of the Inspector General such as the Inspector General Act of 1978, as amended, the Freedom of Information Act, the Privacy Act, and the False Claims Act.
  2. Demonstrated executive-level ability to manage a legal program with diverse activities, including experience developing, implementing, monitoring and reviewing policies, procedures, and operations.
  3. Demonstrated executive-level ability to coordinate and oversee legal representation in civil, criminal, and administrative litigation and proceedings of Federal programs.

Additional information

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.

  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless the required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Résumés will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.
