    This position is located within the Health Services Research and Development Service (HSR&D), Office of Research and Development (ORD), Veterans Health Administration (VHA) Central Office. HSR&D is responsible for a major intramural research program examining the organization, delivery, financing, and management of health care and the effects on quality, cost, access, and outcomes.

    Responsibilities

    This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignment of a more limited scope with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

    The incumbent assists the Director and Deputy Director, HSR&D in a variety of management tasks with a focus on special projects. The incumbent reports to the Deputy Director, HSR&D for both scientific and administrative activities. Duties include, but are not limited to:

    • Serving as an advisor to senior management on a wide range of topics including strategic planning, performance measures, productivity and organizational improvements.
    • Interpreting results from studies and developing statistical and narrative reports, graphs and charts to justify changes and/or recommendations.
    • Conducting detailed analyses of organizational functions and processes using various analytical tools to measure and evaluate data.
    • Performing a variety of complex systems analysis duties and technical assessments related to innovative design, development, implementation and maintenance of information systems to enhance system capabilities.
    • Analyzing the impact and cost of proposed initiatives on current and out year budget.
    • Providing administrative support to senior managers which may include interpreting administrative policies, developing or implementing local policies, defining administrative requirements and/or providing advice on related issues.
    • Facilitating, conducting or participating in portfolio evaluations on an ongoing basis or in response to inquiries from Program Offices, the Under Secretary for Health, or Congress.
    • Monitoring portfolios to identify projects with results that might have a major impact or which can be translated beyond the study to affect improved health care at an organizational level and to communicate dissemination strategies to senior management.
