This position is located in the Department of Health & Human Services, Centers for Medicare & Medicaid Services, Center for Consumer Information and Insurance Oversight, Marketplace Information Technology Group.

As a IT Cybersecurity Specialist, GS-2210-15, you will serve as CCIIO's Chief Information Security Officer (CISO) and senior security policy and technical advisor to CCIIO's Deputy Director for Operations, CCIIO's Chief Technology Officer (CTO), and the Director, Marketplace IT Group.

Duties

Help
  • Provide expertise and advice to the CCIIO leadership and group directors, CMS CIO and CISO, and Senior Official for Privacy (SOP), partner organizations and stakeholders regarding security and privacy laws, statutes, regulations, and policies.
  • Work with Division Directors across all CCIIO Groups as well as other CMS senior managers in reviewing and assessing programs and projects determined to be of high priority.
  • Provide policy, technical, and operational guidance to a staff of Information Systems Security Officers and security analysts responsible for policy development, implementation and operations oversight of multiple security and compliance frameworks.
  • Represent federal and department level IT security related initiatives such as Department of Homeland Security (DHS) Continuous Mitigation and Diagnostics (CDM) program.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing policy and technical guidance on the development, implementation, and operations oversight of cybersecurity programs; 2) Monitoring and analyzing cybersecurity program operations to assess security risks, vulnerabilities, threats, or incidents impacting healthcare IT systems and data, including researching and providing mitigation to resolve the vulnerabilities; 3) Serving as a lead providing analytic and technical advice to support and defend major principle policy and business decisions in the areas of cyber security and privacy for the operation of health care IT Systems; and 4) Conducting technology based research to ensure IT systems are within industry standards.

This position requires the following selective placement factor be met in addition to the qualification requirements listed above:
Certification in at least one of the following specialties: Certified Information Systems Security Professional (CISSP); CompTIA Advanced Security Practitioner (CASP); or Global Information Assurance Certification Security Essentials (GSEC) . YOU MUST ATTACH PROOF OF THIS

You must have IT-related experience demonstrating each of the four competencies listed below:

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
