Duties

Help

This position is located in the Office of Audits, Inspections, and Evaluations (AIE). The AIE manages, supervises, coordinates, and conducts audits, inspections and evaluations relating to DOI programs and operations, including, but not limited to, waste, abuse and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. As a management and program analyst, you will lead and conduct performance and/or financial audits, inspections, and evaluations.

  • Develops or assists in the development of audit, inspection, and evaluation plans. Adapts plans to fit special circumstances encountered.
  • Plans, performs, and leads complex projects that evaluate programs, procedures, and/or systems for economy, efficiency, and effectiveness.
  • Determines the relative significance of conclusions developed. Assures work performed adequately supports the conclusions reached.  Develops practical recommendations for correction or improvement.
  • Prepares work papers, written reports, interview summaries, and briefing materials that cover audit, evaluation, or inspection findings.
  • Meets with internal management officials to brief on conclusions, explain the significance of conclusions, and justify recommendations. Participates in meetings with DOI bureau and management officials.

The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Management and Program Analysts in the Office of Inspector General are subject to stringent restrictions on interest in, or ownership of, Federal lands and energy resources. An annual conflict of interest statement is required.

Time-In-Grade Requirement: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications

Specialized Experience:  One year of specialized experience, equivalent to the GS-12 level in the Federal service developing or assisting in the development of projects to evaluate an entity’s programs, procedures, and/or systems for efficiency and effectiveness; independently performing work assignments as part of such projects, which include determining the extent of legal, regulatory, and policy compliance, drawing conclusions, and assuring that work performed sufficiently supports those conclusions; and preparing oral briefings and concise written reports detailing conclusions drawn and recommendations for correction or improvement.

  1. Professional knowledge of the evaluation theories, practices, methods, and techniques to perform inspections/evaluations
  2. Skill in selecting and applying a wide range of qualitative and quantitative analytical techniques and tools to a variety of difficult evaluation/inspection assignments
  3. Ability to lead a team in an audit, inspection, or evaluation
  4. Skill in oral communication to explain the significance of conclusions and justify recommendations
  5. Skill in written communication to prepare clear and concise work papers and reports
