Summary

Current Federal employees serving under career or career conditional competitive service appointments, former Federal employees with reinstatement eligibility, 30% or more disable Veterans, Veterans Employment Opportunity Act (VEOA), special appointing authorities.
This position is located in the Office of Audits, Inspections, and Evaluations (AIE), Financial and Contract Audits (FCA) Unit. The AIE manages, supervises, coordinates, and conducts audits, inspections and evaluations relating to DOI programs and operations, including, but not limited to, waste, abuse and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI.
As an Auditor in this unit, you will perform audit assignments on a wide variety of financial agreements in DOI bureaus:
Performs segments of performance and financial audit assignments on Federal government contracts, grants, and government financial assistance
Participates in preliminary reviews and testing of functions, programs, and/or activities to determine which areas to emphasize in an audit
Reviews and evaluates procedures, systems, and/or programs for economy, efficiency, and effectiveness; determines the extent of compliance with laws and regulations
Prepares work papers, interview summaries, and briefing materials that cover project issues and findings
The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval
Males born after 12-31-59 must be registered for the Selective Service
Successful completion of a background investigation
May be required to complete a one year probationary period

Auditors in the Office of Inspector General are subject to stringent restrictions on interest in, or ownership of, Federal lands and energy resources. An annual conflict of interest statement is required.
Time-In-Grade Requirement: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications
Minimum Qualification for the GS-9 Level:
Specialized Experience: 1 year of experience equivalent to the GS-07 level in the Federal service that includes participating in performance and/or financial audit and evaluation with supervision; determining the extent of program and procedure compliance with laws and regulations; and analyzing and summarizing data to find weaknesses and problems.
OR
Education: A master's degree or equivalent graduate degree OR 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. Education must be in a related field. See Education Requirements below for more details.
OR
Combination of Education and Experience: If you possess some, but not all, of the education or specialized experience described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Positive Education Requirement
You must submit documentation to verify satisfaction of the positive education requirement for the 0511 Auditing series. This requirement applies to all applicants wishing to be considered for the position.
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
A certificate as Certified Public Accountant or a Certified Internal Auditor obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level of the position in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
