Duties

Help
  • Informs and educates Members of Congress and their staff on Census Bureau activities and products to establish working relationships with Congressional Staff.
  • Explains complex technical information in an organized and concise manner so that it can be understood by a variety of audiences.
  • Performs program support in the coordination of information disseminated to Congressional and Intergovernmental offices concerning Census Bureau program and activities.
  • Evaluates and analyzes legislative matters to determine their potential or actual impact on the Census Bureau.
  • Assists in the development of charts and fact sheets for inclusion in briefing materials, press materials, newsletters, and other mediums used by Members of Congress and other state, local, and tribal government officials.

Qualifications

SPECIALIZED EXPERIENCE:

For the GG-12:  You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 level.

Specialized experience includes: working in or with Congressional offices; developing projects designed to increase the awareness of Members of Congress and their staff in the use of data collection activities; presenting information to senior management; communicating complex issues, both in person and in writing, in a clear, concise, and logical manner; disseminating and coordinating information to varied audiences concerning Census Bureau program and activities; assessing the impact of Congressional activities on matters affecting the Bureau or statistical agency; advising managers on appropriate means of responding to Congress; and preparing charts and fact sheets for press releases and other mediums used by Members of Congress, state, local, and tribal government officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education cannot be substituted for experience at this grade level.

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position.   • Knowledge of Bureau or agency programs and ability to describe these programs to Members of Congress and Congressional staff.
  • Knowledge of censuses, surveys, estimates or programs in federal or statistical agencies.
  • Ability to research and prepare materials for presentation, either in person or in writing, in a clear, concise, and logical manner.
  • Knowledge of substantive organization programs and services, policies, organizational relationships, and mission of the office in order to provide information to Congressional offices, local government, and private sector contacts on organization activities and products.
  • Ability to analyze legislative proposals and to provide management officials with factual assessments and strategic options.
  • Skill in providing assessment of the political environment through research and preparation of materials for presentation to explain activities to Congressional offices, local government, and private sector contacts.
