Summary

About the Position: Serves as the Chief, Systems Librarian in the Combined Arms Center Library (CARL), a world class research facility for the study of military art and science, coordinating all computer networking and electronic resource related functions of the library and first line supervisory duties.

Duties

Help
  • You are the library automation, information systems and networking specialist for the Combined Arms Research Library (CARL) and leads the technology team, designing and conducting analytical studies of library automation needs.
  • Develops, coordinates and monitors the ongoing evolution of the Library's integrated library system, wireless network, and other automation projects with system designers, analysts, programmers and library automation specialist.
  • Serves as a technical expert in defining functional specifications for and providing technical advice in the analysis of projects and activities among cooperating libraries and groups.
  • Reviews and evaluates both on-going and proposed systems to maintain state-of-the-art capabilities, to assure compatibility with and adherence to national library and DOD automation standards.
  • Provides substantive advice on long-range planning and determines budgeting requirements for automated systems, equipment and services. Prepares appropriate documentation to support funding for automated systems and services.
  • Evaluates vendor proposals, advising Contracting Officers as to their viability, cost-effectiveness, and acceptability. Reviews and evaluates vendor performance to ensure effective, efficient, and reliable software and optimum equipment performance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Positive Educational Requirement: All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown below.

Completion of 1 full academic year of graduate study in Library Science from a regionally accredited college or university; in addition to, the completion of all work required for a bachelor's degree. (You must submit copies of official transcripts with your application package).

OR

Combination of education and experience: Applicants must possess a total of at least 5 years of a combination of college-level education, training, and experience. This education, training, and experience must provide a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic entry qualification requirements above, applicants must also have directly related education and specialized experience in the amounts required for the grade levels as described below:

Specialized experience at the GS-11 grade level: One year of specialized experience that demonstrates experience in assisting with the library's automated and communication systems, assist patrons with technological skills, and experience trouble shooting hardware and software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position.

OR

Combination of education and experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year or 18 semester hours.

Specialized experience at the GS-12 grade level: One year of specialized experience which includes experience assisting senior librarians by writing portions of procedures manuals for automated library operations, evaluating equipment and reviewing software, and instructing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

*Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 grade level, you must meet the qualification requirement using experience alone to include the positive educational requirement-NO substitution of education for experience is permitted.

Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
