Duties

Help

The IT Business Manager:

  • Exercises responsibility for providing direction for administrative, operational, and budgetary matters, including coordination, administration, and execution of planning, programming, budgeting, policy, records management, logistics management, procurement, and facilities management. 
  • Monitors expenditures against annual allocation of funds and reprograms funds as necessary to meet operational needs. 
  • Develops and maintains annual and multi-year spend plans and tracks execution of purchases to ensure compliance with plans. 
  • Serves as the Budget Officer responsible for all phases of the budget program for DoIT operations funds.
  • Provides senior level advice relative to information technology business matters. 
  • Participates in and makes contributions to management decisions in assigned program areas. 
  • Applies a wide range of concepts, laws, policies, practices, analytical, and diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several inter-related issues. 
  • Maintains suspense controls on staff actions and data calls and ensures that data calls are answered completely and on time. 

The ideal candidate will have at least three years managing enterprise IT Budgets in either a government or educational organization with a strong understanding of information technology. The individual must be able manage multiple priorities and work with various consistencies including DOT headquarters and departments to balance requirements and deadlines. The job requires analysis of requirements and alternatives, budget development and tracking performance to plan. The individual should be effective in presentations to staff and higher management. He or she will be able to develop and execute processes to meet strategic goals and objectives guided by overall policies, USMMA procedures, applicable regulations and directives by using judgement and seeking guidance as needed.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with Information Technology budgets.
  • Experience with Information Technology procurements.
  • Experience at using Excel to manage and track budgets.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
