Duties

Help

As a Facility Management Officer, you will:

  • Be responsible for leading, planning, prioritizing, and assigning work; collaborating with leadership, peers, stakeholders, and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.
  • Allocate resources including people, physical assets, and funding to meet the Academy's and customers' needs.  Develop comprehensive analysis and monthly budget tracking to include maintaining a time and material accounting system to collect and report costs. Establish quality standards and feedback mechanisms to assess performance in meeting Academy requirements and customer needs. Ensure all activities are conducted in compliance with applicable environmental, fire, and safety laws, codes, directives.
  • Provide senior management and leadership in the execution of all projects. Attend pre-bid and pre-construction conferences for review of principal construction features, methods of approach, and storage locations available to the contractor. Maintain close coordination and cooperation with all Academy departments and tenant operations with regard to capital construction, maintenance, and repair type projects. Participate in contractual matters, project schedules, etc., where the employee interprets plans and specifications; makes suggestions regarding various stages of construction.
  • Identify and implement management improvements, cost reductions, and enhances efficiencies whenever possible.
  • Provide innovative and expert leadership to strategic and workforce planning for areas of responsibility. Provide authoritative advisory service and/or develops authoritative policy interpretations. Plan, organize, and conduct research on complex policy and planning issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.

The ideal candidate will have direct experience in supervising a diverse staff across multiple disciplines required for efficient facility management including various trades (plumbers, electricians, carpenters, painters), planners, project managers, engineers, as well as overseeing various contracts for landscaping, janitorial services, preventative maintenance, minor construction, and major construction. This experience will be used to oversee the Department of Public Works for the U.S. Merchant Marine Academy at Kings Point, NY which includes 82 acres and over 40 structures that provide living, learning, and working environments to meet the Academy’s mission. This work supports the day to day operations of the Academy, including academics, athletics, waterfront activities, and regimental life and will have a direct impact on the Academy’s mission of producing exemplary leaders.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience in applying public works management principles and best practices related to budgeting, planning, financial management, and work execution.
  • Experience in leading, directing, and/or managing people and processes in a multi-disciplined/multi-cultural facilities improvement, maintenance, engineering, and acquisition organization.
  • Experience in communicating orally and in writing to deal effectively within a Federal institution of higher education, including internal and external stakeholders, advisory boards, and executive-level and political leadership.
  • Experience managing available resources to produce desired results in the most efficient way possible; and advising leadership and stakeholders on facilities management requirements.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
