This position is located in the Office of Analysis and Research Services (OARS). As a Writer-Editor you will provide expertise in the review, editing, composition, and publication of factual and analytical reports as well as providing guidance to international trade analyst, economists and other staff members on the presentation of materials, effective writing styles, and publication format.

As a Writer-Editor you will provide expertise in the review, editing, composition, and publication of factual and analytical reports as well as providing guidance to international trade analyst, economists and other staff members on the presentation of materials, effective writing styles, and publication format.
Edit reports or manuscripts, usually prepared by teams of economists and/or international trade analysts, that articulate, interpret, and explain often complex and potentially controversial research findings related to important trade, competitiveness, and related issues. Analyze reports for logical development, style, grammar, consistency, clarity, accuracy, exactness of expression, and correct documentation.
Review for conformity with Commission policy, the Plain Writing Act of 2010, and the rules governing accessibility for people with disabilities. Evaluate the content and organization of draft publications, suggesting, where appropriate, revising, rewriting, or reorganizing portions for clarification or consistency. Edits are subject to review.
Work with other editors, managers, supervisors, and staff to emphasize a customer-focused style for Commission reports that efficiently and effectively conveys report findings and related information to readers. Help to develop or revise editorial guides or handbooks to help staff develop writing skills in accordance with Commission and federal policy,as well as help with developing and providing group and individual training.
Collaborate both orally and in writing with other editor(s), statisticians, staff assistants, research assistants, trade information specialists, and visual design specialists to help develop effective approaches for presenting information, especially data, in traditional and innovative forms. Recommend ways of presenting material, with special attention to project requirements, analytical clarity, and section 508 compliance rules. Perform other duties as assigned.

Qualifications

BASIC REQUIREMENT
To qualify at the GS-09 level, you must have one-year of specialized experience equivalent to the GS-07 level, obtained in the federal or private sector which demonstrates all of the following. Specialized experience is defined as: (1) generating original written material for presentation; (2) using current desktop publishing software applicable to print publication procedures; and (3) editing illustrations and recommending changes to improve clarity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

To qualify based on your education at the GS-09 - master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or to an LL.B. or J.D.
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts listed above meet the requirements for positions at the GS-09 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the requirement for one year of full-time study.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. These may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09.
