Duties

Help

As a Policy Analyst, GS-0301-11/12/13, your typical work assignments may include the following under supervision:

Policy analysts in the Budget Analysis Branch apply financial, economic, statistical and other analytical skills to review budget estimates, make budget projections, and track budget outcomes. Staff members also quantify the relationship of tax receipts and program spending to demographic, economic, and other variables; monitor economic performance; participate in development of the economic forecast for the President's Budget; and measure the impact of changing economic conditions or alternative economic scenarios on the budget and fiscal policy. Analysts prepare information for use by the President, OMB officials, the Congress, and the public, and work closely with others in OMB and other Federal agencies, often under short deadlines.

These BAB analysts work independently and in teams to perform duties such as:

Participating in the formulation of economic assumptions for the President's Budget, in collaboration with the Council of Economic Advisors (CEA) and the Treasury Department. The process involves re-formatting data from the President's Budget and making projections to be input into a macroeconomic forecasting model; representing OMB at the staff level during meetings with CEA and Treasury; and producing an economic assumptions package to be distributed to Federal agencies for input into their own models and projections. Duties also include providing ongoing economic analysis during the budget formulation and policy decision process, using in-house models to determine how economic changes will affect key budget metrics such as the debt and deficit.

Examples of other tasks may include modeling future interest payments and receipts for the Federal Financing Bank; producing high-level summary tables of budget data for inclusion in the President's Budget; tracking budget data during the policy formulation process and projecting where key metrics will be once the budget is finalized; ensuring the accuracy of data entered by agencies in the budget database.

Responsibility will increase and assignments will become more complex as your training and experience progresses.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-09 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that demonstrates substantial knowledge and understanding of budgeting, public finance, macroeconomics, financial issues and problems, and how they should be evaluated. Experience should show strong ability to identify problems, gather relevant data, apply appropriate analytical techniques, and recommend and carry out imaginative or innovative solutions. Experience must include using the methods of economics, econometrics, finance or statistics through sophisticated tools such as complex spreadsheets, statistical software, and/or the manipulation of large datasets. Examples of work experience include: experience as a macroeconomic, microeconomic, statistical, or financial analyst; OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include economics, public policy, or law; OR

C. A combination of education and experience as listed above.

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-11 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that demonstrates extensive knowledge and understanding of budgeting, public finance, macroeconomics, financial issues and problems, and how they should be evaluated. Experience should show significant demonstrated ability and leadership in identifying problems, gathering relevant data, applying appropriate analytical techniques, and carrying out imaginative or innovative solutions. Experience must include using the advanced methods of economics/econometrics, finance, statistics or program evaluation through sophisticated tools such as complex spreadsheets, statistical software or the manipulation of large datasets. Examples of work experience include: experience as a budget, macroeconomic or statistical analyst.

You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-12 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that demonstrates extensive and in-depth knowledge and understanding of budgeting, public finance, macroeconomics, financial issues and problems, and how they should be evaluated. Experience should show significant demonstrated ability and leadership in independently identifying problems, gathering relevant data, applying appropriate analytical techniques, and carrying out imaginative or innovative solutions. Experience must include using the sophisticated tools and advanced methods of economics, econometrics, finance, statistics or program evaluation through application of sophisticated tools and methods such as complex spreadsheets, statistical software or the manipulation of large datasets. Examples of work experience include: extensive, in-depth experience as a senior macroeconomic, statistical, or financial analyst.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
