The position is located in the Resource & Rural Economics Division. You will serve as the Deputy Director for Research & Communications and have primary responsibility for coordination of research communication, developing & leading the Division's research & information dissemination strategies, providing quality assurance on research publications & reports, and organizing & coordinating other forms of communications between the Division & USDA, other federal agencies, and other stakeholders.
Summary

Responsible for the Department-wide coordination of the Division's research communication. Ensures that technical material is effectively communicated, while ensuring research integrity and appropriate recognition of Division researchers.
Develops strategies to more effectively communicate the Department's economic information regarding agriculture, technology, the environment, and rural development to Congress and the public.
Provides primary quality assurance for research publications and Division postings on the Agency?s Internet site.
Responsible for Division clearance of non-ERS publications including all materials published in journal articles and other external reports, and briefings, speeches, and presentations provided by RRED staff to stakeholders and outside groups.
Responsible for execution of steps in the publication process under Division control so that high quality reports and articles are issued in a timely manner.
Responsible for ensuring high quality peer-review of division products and recommending manuscripts enter the clearance process.
Responsible for review and clearance of RRED contributions to Amber Waves, situation and outlook material, Charts of Note, data visualizations, and RRED topic pages, splash pages, news rooms, etc., to be posted to the ERS web-page.
Serves as first-line supervisor of the Assistant Director for Communications and the Assistant Outreach Editor, approving work plans, conducting performance reviews and ratings, and completing associated administrative tasks.

Qualifications

BASIC REQUIREMENT
A. Degree: A bachelor's (or higher) degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;
OR
B. Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
ADDITIONAL REQUIREMENTS In addition to the Basic Requirement listed above, you must meet the required specialized experience below:
GS-15 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience includes: 1) planning and coordinating a program of complex economic research and analysis relevant to agricultural, environmental, rural or food policies;
2) using advanced microeconomic and quantitative analysis tools to analyze economic data; and 3) disseminating research results to a variety of audiences, and must include evidence of peer-reviewed publications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
