This position serves as a specialist for FAS, providing technical support in the Food Assistance Division by coordinating and implementing agricultural trade capacity building programs and scientific exchanges; providing science-based training and technical assistance to policy makers and members of the private sector from foreign countries; and/or negotiating and coordinating agreements between USDA agencies and academic institutions and foreign equivalents.

Duties

Help
  • The duties may include, but are not limited to:
  • Implementing/coordinating/evaluating agricultural trade capacity building and scientific exchange programs.
  • Developing, administering, and evaluating international agricultural training and exchange programs.
  • Liaison between USDA and other federal agencies, universities, and the private sector for a wide variety of issues inherent to agricultural trade capacity building and scientific exchange projects.
  • Initiates and develops agreements authorizing cooperative or cost-reimbursable activities with USDA agencies, U.S. institutions and universities as well as international agricultural organizations.
  • Observes program activities in evaluating the effectiveness of training and operations, service provided to the agency/activity, and conformance to operating standards and regulations.
  • Provides information for other federal and state agencies, the academic community, industry, and scientific and regulatory review boards and meetings.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience participating in the management of international agricultural trade and development, including the performance of program planning and formulation, program implementation, budgeting, program monitoring and evaluation, program analysis, and program/project reporting;
  • Experience using negotiation techniques and principles to implement agreements and to assist foreign countries with the development of agricultural production, expanding agricultural trade and markets, and/or agricultural technical and trade capacities and standards;
  • Experience evaluating work and program activities and accomplishments;
  • Experience providing guidance and assistance to a variety of audiences such as top management officials, foreign governments, international agencies, and academic institutions on organizational missions, objectives and procedures;
  • Demonstrated understanding of agricultural international trade issues.
  • Preferred experience working on international agricultural development or trade projects in Central American, the Caribbean, or South America.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.   • This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation is at the discretion of the supervisor.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
