Summary

This position is based at the National Center on Homelessness among Veterans (the Center) which has physical locations in both Philadelphia and Tampa. The mission of the Center is to promote recovery­ oriented care for Veterans who are homeless or at-risk for homelessness. The Center is designed to improve the lives and treatment services of Veterans who are homeless and have mental health, substance abuse disorders, medical illness, cognitive impairment, or other psychosocial treatment needs.

Duties

This position is that of an independent (primary) research investigator working in VA health services, epidemiological and/or clinical research studies that require the application of multi-disciplinary approaches to test hypotheses related to the identification, treatment, outcomes, and health care delivery processes affecting homeless Veterans. Acquiring local and national level funding for studies that are directly related his/her area of specialized scientific expertise and interest, the selectee independently develops and conducts single and/or multi-site research protocols under the guidance of the Research Director or in collaboration with other experts in his/her field. The research is specifically health-oriented in nature, but may cut across a variety of scientific disciplines, requiring a combination of elements of several distinct fields such as public health or health services, sociology, psychology, epidemiology and mathematical statistics, health care economics, basic sciences and allied health disciplines among others. The work requires a background (professional education and practical experience) in which the incumbent has mastered research theories and methodologies appropriate to the research studies to which they are assigned, and which may represent new, emerging or miscellaneous professional occupational areas of health science not readily identifiable within established series. Experience with complex data structures and advanced statistical analyses is preferred.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

For a GS-13: One year of related specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform the duties of a Research Health Science Specialist. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-12, in federal service. Examples of specialized experience for this position include: Experience consulting and assisting with research studies; designing scientific studies and surveys; developing scientific publications; developing and consulting on scientific training and education programs and studies; designs and implements scientific studies, surveys, and projects; coordinates and oversees grant and co-op proposals and contracts.

You will be rated on the following Competencies for this position:

-Knowledge of the scientific principles, methods and processes used to conduct a systematic and objective inquiry; including study design, data collections, analysis and interpretation of date and the reporting of results.
-Expresses information to individuals or groups effectively, taking into account the audience and nature of the information makes clear and convincing presentations; listens to others, attends to nonverbal cues and responds appropriately.
-Understands data structures and statistical analyses using software packages.
-Knowledge of methods and procedures to protect information systems and data by ensuring their availability authentication, confidentiality and integrity.
-Organizes work, sets priorities, and determines resource requirements; determines short or long term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly performed at your desk on a computer.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
