Duties

Help

  • Provide continuing technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment;
  • Troubleshoot and resolve difficult and controversial internal and external staffing and placement problems; and provide advice and guidance to advisory staff on unusual, difficult, or controversial recruitment situations;
  • Conduct job analyses on a wide variety of complex positions;
  • Prepare and issue job opportunity announcements (JOA) and referral lists for vacancies across the facility;
  • Provide technical advice to assist managers, supervisors, and employees in understanding and using the various HR programs available;
  • Assist in the onboarding of new hires from the initial offer to New Employee Orientation;
  • Perform other duties as assigned.
Note, if selected at the GS-9 grade level, incumbent will perform duties in a developmental assignment.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:
GS-9 grade level - You may qualify with the following Specialized Experience or Education, or a combination of Specialized Experience and Education:

One year of specialized experience (equivalent to the GS-7 grade level in the Federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of this specialized experience would typically include, but are not limited to: providing consultative advice and guidance processing personnel actions, staffing and recruitment, classification and position management, and compensation issues including special pay and incentives; perform the full range of recruitment and placement functions related to Title 5, Hybrid Title 38 and Title 38 positions. OR,

Education: Applicants may substitute education for the experience required for the GS-9 level. Master's or equivalent graduate degree; OR, two (2) full years of progressively higher level graduate education leading to such a degree; OR, LL.B. or J.D., if related, may be used to qualify at the grade 9 level can be substituted for specialized experience when the education is in a related field. (Transcript Required). OR,

Applicants may also combine education and experience to qualify at the GS-9 grade level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position. (Transcripts Required).

GS-11 grade level - You may qualify with the following Specialized Experience or Education, or a combination of Specialized Experience and Education:

One year of specialized experience (equivalent to the GS-9 grade level in the Federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of this specialized experience would typically include, but are not limited to: providing consultative advice and guidance processing personnel actions, staffing and recruitment, classification and position management, and compensation issues including special pay and incentives; perform the full range of recruitment and placement functions related to Title 5, Hybrid Title 38 and Title 38 positions. Developing recommendations or solutions for human resources management issues (e.g., develop new recruitment strategies to identify better qualified candidates) using knowledge of employment laws and regulations; gathering human resources data (e.g., turnover/vacancy rates, salary survey results) for reporting purposes. OR,

Education: Applicants may substitute education for the experience required for the GS-11 level. Ph.D. or equivalent doctoral degree; OR, three (3) full years of progressively higher level graduate education leading to such a degree; OR, LL.M. can be substituted for specialized experience when the education is in a related field. (Transcript Required). OR,

Applicants may also combine education and experience to qualify at the GS-11 grade level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position. Combining Education and Experience: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09 or GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary.
