Summary
You will serve as a Contract Specialist in one of three of the large contracting divisions (022, 023 or 026) that supports the Contracts Department, Code 02,of NAVSURFWARCEN IHEODTECHDIV.
You will solicit, evaluat, negotiat, and award contracts with commercial organizations, educational institutions, and nonprofit organizations for the furnishing supplies and services over the simplified acquisition threshold.
You will administer contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
You will prepare analyses of all elements of cost in contractor proposals, and explore new or innovative contracting approaches to arrive at an equitable contract arrangement.
You will prepare contract documents in a manner consistent with the employee?s career level and regulatory requirements for higher authority approvals.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate the following.
For the NT-04: One year of specialized experience equivalent to the next lower grade level or pay band NT-03 (GS-9/10 equivalent) in the federal service or equivalent experience in the private or public sector as a contract specialist performing acquisition planning, negotiations, and contract administration.

A Ph.D. or equivalent doctoral degree in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Three full academic years of progressively higher level graduate education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
For the NT-03: One year of specialized experience at or equivalent to the next lower band, NT-02 (GS-5/8 equivalent) in the Federal service or equivalent experience in the private or public sector as a contract specialist supporting acquisition planning, negotiations, or contract administration.
